We commend the States members of the Association of South-East Asian Nations (ASEAN) for their initiative to convene this plenary meeting of the fifty-ninth session devoted to the recent tragic event that literally shook the world.

The representative of Thailand, speaking on behalf of the States members of the Association of South-East Asian Nations that are Members of the United Nations, expressed his appreciation to the Chairman for his able leadership, which had made possible the conclusion of the work of the Ad Hoc Committee on the Convention.

102. Mr. Mabilangan (Philippines), speaking on behalf of the States members of the Association of South-East Asian Nations (ASEAN), said that ASEAN associated itself with the statement made by the representative of Guyana on behalf of the Group of 77 and China.

15. Ms. López (Philippines), speaking on behalf of the States members of the Association of South-East Nations (ASEAN), said that those States fully supported the statement made by the representative of Indonesia on behalf of the Group of 77 and China.

5. The growth in South-South trade had been driven, in particular, by East Asia -- initially by States members of the Association of South-East Asian Nations (ASEAN) and more recently by China, whose booming domestic economy was drawing in imports from both developing and developed countries.

Reference was made to the joint efforts of the States members of the Association of South-East Asian Nations (ASEAN) and China in pursuit of a drug-free ASEAN by the year 2015 through the implementation of a regional plan of action.
كما أشير إلى الجهود المشتركة التي بذلتها الدول الأعضاء في رابطة أمم جنوب شرق آسيا (آسيان) والصين سعيا وراء جعل منطقة آسيان خالية من المخدرات بحلول عام 2015 من خلال تنفيذ خطة عمل اقليمية.

23. Mr. Atsavapranee (Thailand), speaking on behalf of the States members of the Association of South-East Asian Nations (ASEAN), noted with satisfaction the comprehensive restructuring and revitalization of DPI within the larger framework of the reform of the United Nations.

20. Mr. Hasmi (Malaysia), speaking on behalf of the States members of the Association of South-East Asian Nations (ASEAN), said that those countries, which had a very young population, attached great importance to the promotion and protection of the rights of the child, which had been placed in the forefront of their policy for cooperation on economic and social development and issues.

11. At the same meeting, statements were made by the following members of the Commission: China, Cuba, Indonesia, Japan, Philippines (on behalf of the States members of the Association of South-East Asian Nations), Sri Lanka (on behalf of the Asian Group).

11. Mr. Soeriaatmadjz (Indonesia), speaking on behalf of the States members of the Association of South-East Asian Nations (ASEAN), drew attention to the valuable work done by the Scientific Committee over more than four decades in the dissemination of information on the risks to health and the environment of exposure to radiation.

13. Mr. Mabilangan (Philippines), speaking on behalf of the States members of the Association of South-East Asian Nations (ASEAN), said that the ASEAN countries attached great importance to the issue of human resources management and commended the dedication of the Secretary-General and the Organization's staff. He paid tribute to those who had given their lives in the service of the United Nations.

(c) Representatives of States members of the Association of South-East Asian Nations, including Brunei Darussalam, Cambodia, Indonesia, the Lao People's Democratic Republic, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam, attended a high-level meeting of experts on the Convention and the Protocols thereto in Hanoi, from 8 to 10 August 2001.

In that regard, the Commission was informed of several regional initiatives, particularly the initiative of the States members of the Association of South-East Asian Nations (ASEAN) and China in elaborating an action plan and a political declaration to counter the drug problem, as well as the declaration adopted by the States of Central Asia at a conference held in Tashkent to strengthen regional cooperation to combat drug trafficking and abuse.

Expenditure in Asia (South and East Asia and the Pacific) grew 15 per cent due mainly to increased alternative development delivery in the Lao People's Democratic Republic and Myanmar, and to new subregional activities in States members of the Association of South-East Asian Nations (ASEAN) and China under the ASEAN and China Cooperative Operations in Response to Dangerous Drugs (ACCORD) Plan of Action.
