وعلى غرار الدعوة التي وجهها العديد من الوفود، فإن المؤتمر يجدد الدعوة إلى الدول الحائزة للسلاح النووي وإلى الدول غير الأطراف في معاهدة عدم انتشار الأسلحة النووية لكي تشارك في المؤتمر الثالث المزمع عقده في النمسا.
