In order to inform States party to the Treaty of past procedure, the Depositaries note that:
ولإبلاغ الدول الأطراف في المعاهدة بالإجراءات التي سبق اتباعها، تشير الحكومات الوديعة إلى ما يلي:

We are looking forward to working together with all States party to the Treaty at the first session of the Preparatory Committee meeting in 2007 in a constructive manner in order to ensure the successful outcome of the 2010 Review Conference.

3. Notes further that the States party to the Treaty participating in the Conference:
٣ - تحيط علما كذلك بأن الدول اﻷطراف في المعاهدة التي شاركت في المؤتمر:

In the meantime they reaffirm that transparency in the proceedings and decision-making of the nuclear-related export control regimes should be promoted within the framework of dialogue and cooperation among all interested States party to the Treaty.
وفي هذه الأثناء تؤكد الدول الأطراف من جديد ضرورة تعزيز الشفافية في الإجراءات وصنع القرارات في نظم ضوابط الصادرات المتصلة بالطاقة النووية في إطار من الحوار والتعاون فيما بين جميع الدول الأطراف في المعاهدة التي يهمها الأمر.

In this context the group reaffirms that nothing in the Treaty should be interpreted as affecting the inalienable right of all States party to the Treaty to develop research, production and use of nuclear energy for peaceful purposes, without discrimination and in conformity with Articles I, II and III of the Treaty.

The Vienna Group recommends that transparency in export controls should continue to be promoted within a framework of dialogue and co-operation among all interested States party to the Treaty.
10- وتوصي مجموعة فيينا بضرورة مواصلة تعزيز الشفافية في رقابة الصادرات في إطار الحوار والتعاون فيما بين جميع الدول الأطراف في المعاهدة والمهتمة بذلك.

Nothing in the Treaty shall be interpreted as affecting the inalienable right of all the States party to the Treaty to develop research, production and use of nuclear energy for peaceful purposes without discrimination and in conformity with Articles I, II and III of the Treaty.
2- ولا تتضمن المعاهدة على ما يمكن تفسيره على أنه يمس بالحق غير القابل للتصرف المكفول لجميع الدول الأطراف في المعاهدة في إجراء بحوث تتعلق بالطاقة النووية وفي إنتاجها واستخدامها للأغراض السلمية دون تمييز وبما ينسجم والمواد الأولى والثانية والثالثة من المعاهدة.

All States party to the Treaty have undertaken to facilitate, and have the right to participate in, the fullest possible exchange of equipment, material, services, and scientific and technological information for the peaceful uses of nuclear energy in a safe and secure environment.
5- وقد تعهدت جميع الدول الأطراف في المعاهدة بأن تيسِّر تحقيق أوسع تبادل ممكن للمعدات والمواد والخدمات، والمعلومات العلمية والتكنولوجية من أجل استخدام الطاقة النووية للأغراض السلمية في بيئة سالمة وآمنة، ولها الحق في أن تشارك في ذلك.

Article III.1 calls for the States party to the Treaty to accept the safeguards required to verify the main obligations of Article I of the Treaty.
المادة الثالثة -1 تدعو الدول الأطراف في المعاهدة إلى قبول الضمانات اللازمة للتحقق من الالتزامات الرئيسية بموجب المادة الأولى من المعاهدة.

In this context the Conference reaffirms that nothing in the Treaty should be interpreted as affecting the inalienable right of all States party to the Treaty to develop research, production and use of nuclear energy for peaceful purposes, without discrimination and in conformity with articles I, II and III of the Treaty.

There is no point in this Conference in urging the Conference on Disarmament to take action if some States party to the Treaty then proceed to block the Conference on Disarmament from fulfilling these assignments.

2. The States party to the Treaty participating in the Conference decided, in accordance with article VIII, paragraph 3, that Review Conferences should continue to be held every five years and that, accordingly, the next Review Conference should be held in the year 2000.

7. For these reasons, it is imperative that States party to the Treaty place at the top of their agenda for this review cycle the development and implementation of vigorous and sustained efforts to detect violations of the Treaty's non-proliferation obligations, return violators to compliance, and deter other future would-be violators from following such a path.
7 - ولهذه الأسباب، فإنه يتحتم على الدول الأطراف في المعاهدة أن تضع على رأس جدول أعمالها لدورة الاستعراض هذه الاضطلاع بجهود حازمة ومستمرة للكشف عن انتهاكات التزامات عدم الانتشار الواردة بالمعاهدة، وإعادة المنتهكين إلى الامتثال، وردع أي منتهكين آخرين محتملين في المستقبل عن السير في هذا الطريق.

Principle 8 of the decision on principles and objectives for nuclear non-proliferation and disarmament stipulated that " further steps should be considered to assure non-nuclear-weapon States party to the Treaty against the use or threat of use of nuclear weapons.
وينص المبدأ 8 من المقرر المتعلق بمبادئ وأهداف عدم انتشار الأسلحة النووية ونزع السلاح النووي على " ضرورة النظر في اتخاذ مزيد من الخطوات التي من شأنها طمأنة الدول الأطراف في المعاهدة غير الحائزة لأسلحة نووية إزاء استخدام الأسلحة النووية أو التهديد باستخدامها.

The Conference decided that, " the Treaty [should] continue in force indefinitely " (Decision 3) as a majority existed among States party to the Treaty for its indefinite extension, in accordance with Article X, paragraph 2.
وقرر المؤتمر " أن يستمر نفاذ المعاهدة إلى أجل غير مسمى " )المقرر ٣( نظرا لوجود أغلبية من الدول اﻷطراف في المعاهدة تؤيد تمديدها إلى أجل غير مسمى، مرفقا للفقرة ٢ من المادة العاشرة.
