1. The workshop on the impact of the application of unilateral coercive measures on the enjoyment of human rights by the affected populations in the States targeted was held on 5 April 2013, in Geneva.
1- عُقدت في 5 نيسان/أبريل 2013 بجنيف حلقة عمل بشأن تأثير تطبيق التدابير القسرية الانفرادية على تمتع السكان المتضررين في الدول المستهدفة بحقوق الإنسان.

Mr. Mustafa (Sudan), citing former Secretary-General Boutros Boutros Ghali, observed that the existing sanctions regime was blind, because it did not distinguish between peoples or between the States targeted by sanctions and any third countries that might suffer equally from their consequences.

In its resolution 24/14, the Human Rights Council requested OHCHR to organize a workshop on the impact of the application of unilateral coercive measures on the enjoyment of human rights by the affected populations, in particular their socioeconomic impact on women and children in the States targeted.

Exemptions often took too long to obtain in circumstances of urgent humanitarian need, and banks were increasingly unwilling to take the risk of allowing any transfer to States targeted by coercive measures. That also affected the ability of individuals to transfer remittances, which often provided a vital lifeline for vulnerable populations.

40. In April 2013, OHCHR, pursuant to Human Rights Council resolution 19/32, organized a workshop on the impact of the application of unilateral coercive measures on the enjoyment of human rights by the affected populations in the States targeted (see A/HRC/24/20).
40 - في نيسان/أبريل 2013، نظّمت مفوضية الأمم المتحدة لحقوق الإنسان، عملاً بقرار مجلس حقوق الإنسان 19/32، حلقة عمل عن تأثير تطبيق التدابير القسرية الانفرادية على تمتع السكان المتضررين في الدول المستهدفة بحقوق الإنسان (انظر A/HRC/24/20).

Also takes note of the report of the Office of the High Commissioner on the proceedings of the workshop on the various aspects relating to the impact of the application of unilateral coercive measures on the enjoyment of human rights by the affected populations in the States targeted, and takes positive note of the report of the Secretary-General to the General Assembly on human rights and unilateral coercive measures;
