Whilst one dimension is national and the other dimension is international, their interdependence was explicitly acknowledged in the Millennium Declaration, whereby the Heads of State and Government affirmed their resolve to " strengthen respect for the rule of law in international as in national affairs. In particular, the heads of State and Government resolved to strengthen respect for the rule of law in international as in national affairs (para. 9) and declared that they would spare no effort to promote democracy and strengthen the rule of law, as well as respect for all internationally recognized human rights and fundamental freedoms, including the right to development (para. 24).
