وإذ تشير إلى برنامج العمل (انظر A/CONF.157/NI/6) الذي اعتمدته المؤسسات الوطنية التي اجتمعت في فيينا في الفترة من 14 إلى 16 حزيران/يونيه 1993 أثناء انعقاد المؤتمر العالمي لحقوق الإنسان، والذي أُوصي فيه بضرورة تعزيز أنشطة وبرامج الأمم المتحدة لتلبية طلبات المساعدة المقدمة من الدول التي ترغب في إنشاء أو تدعيم مؤسساتها الوطنية لتعزيز وحماية حقوق الإنسان،
