2. The working paper (E/CN.4/Sub.2/1992/18) was submitted to the Sub-Commission at its forty-fourth session. It includes a preliminary analysis of the legal mechanisms and the practices that facilitate impunity and proposes guidelines for the consideration of anti-impunity measures.
٢- وقدمت ورقة العمل المذكورة (E/CN.4/Sub.2/1992/18) إلى اللجنة الفرعية في دورتها الرابعة واﻷربعين وقد تضمنت، في جملة أمور، محاولة لتحليل لﻵليات القانونية والممارسات التي تشجع اﻹفلات من العقاب كما اقترحت بعض التوجيهات التي يمكن الاعتماد عليها كأساس للنظر في مكافحة هذه الظاهرة.
