17. In regard to the letter of the United States, the Commission noted that both annex II to the Convention and the rules of procedure of the Commission provided for only one role to be played by other States in regard to the consideration of the data and other material submitted by coastal States concerning the outer limits of the continental shelf beyond 200 nautical miles.

Some delegations commented on the work of the Commission on the Limits of the Continental Shelf, established under article 76, paragraph 8, and annex II of the United Nations Convention on the Law of the Sea, to consider data and information submitted by coastal States where these limits extend beyond 200 nautical miles.

The functions of the Commission, whose 21 members were elected in 1997, are to consider the data and other material submitted by coastal States concerning the outer limits of the continental shelf in areas where those limits extend beyond 200 nautical miles, to make recommendations to coastal States in accordance with UNCLOS, as well as to provide scientific and technical advice in this respect if requested by coastal States.

1.4. The Commission designed these Guidelines with a view to ensuring a uniform and extended State practice during the preparation of scientific and technical evidence submitted by coastal States.
١-٤ وقد وضعت اللجنة هذه المبادئ التوجيهية بغية كفالة ممارسة موحدة وممتدة تتبع أثناء تحضير اﻷدلة العلمية والتقنية المقدمة من الدول الساحلية.

The Commission is to play an important role in the establishment of the outer limits of the continental shelf of coastal States and will be responsible for studying data and other information submitted by coastal States regarding the outer limits of the continental shelf when the shelf extends beyond 200 nautical miles, as well as for providing appropriate recommendations.
وعلى اللجنة أن تؤدي دورا هاما في وضع الحدود الخارجية للجرف القاري للدول الساحلية، وستكون مسؤولة عن دراسة المعلومات والبيانات اﻷخرى المقدمة من الدول الساحلية بشأن الحدود الخارجية للجرف القاري، عندما يمتد هذا الجرف إلى أبعد من ٢٠٠ ميل بحري، وعليها أن تقدم كذلك ما يلزم من توصيات.

24. The Commission recalled that one of its functions is to consider the data and other material submitted by coastal States concerning the outer limits of the continental shelf in areas where those limits extend beyond 200 nautical miles, and to make recommendations in accordance with article 76 and the Statement of Understanding adopted on 29 August 1980 by the Third United Nations Conference on the Law of the Sea.
