The Committee urges the State party to put in place an institutional mechanism that recognizes the specificity of discrimination against women and is exclusively responsible for the promotion of formal and substantive equality and the monitoring of the practical realization of the principle of substantive equality of women and men.
71 - وتحث اللجنة الدولة الطرف على إنشاء آلية مؤسسية تدرك خصوصية التمييز ضد المرأة وتكون مسؤولة بشكل حصري عن النهوض بالمساواة الرسمية والجوهرية وبرصد التطبيق الفعلي لمبدأ المساواة الجوهرية بين المرأة والرجل.

17. The Committee recommends that the State party adopt temporary special measures, including statutory quotas, in accordance with article 4 (1) of the Convention and in line with the Committee's general recommendation No. 25 on the subject, as part of a necessary strategy to accelerate the achievement of substantive equality of women and men.

(a) Based on existing data and studies, set time-bound targets and allocate sufficient resources for the implementation of strategies, such as outreach and support programmes, the creation of incentives, quotas and other proactive measures aimed at achieving substantive equality of women and men in those areas;
(أ) القيام، بالاستناد إلى البيانات والدراسات القائمة، بتحديد أهداف ذات أطر زمنية وتخصيص ما يكفي من الموارد لتنفيذ استراتيجيات مثل برامج التوعية والدعم، وخلق الحوافز، وتحديد الحصص، وغير ذلك من التدابير الاستباقية الرامية إلى تحقيق المساواة الموضوعية بين المرأة والرجل في تلك المجالات؛

The Committee is nonetheless concerned that no special measures have been applied as part of a comprehensive strategy to accelerate the achievement of substantive equality of women and men in political and public life and to promote the participation of women from disadvantaged groups, such as rural women, women from ethnic minorities and women with disabilities, in political and public life.

21. The Committee recommends that the State party adopt temporary special measures to promote substantive equality of women and men in such areas as education, employment and participation in political and public life, as well as to address the situation of disadvantaged women in all areas covered by the Convention.
21 - توصي اللجنة بأن تعتمد الدولة الطرف التدابير الخاصة المؤقتة تعزيزاً للمساواة الموضوعية بين النساء والرجال في مجالات من قبيل التعليم والعمالة والمشاركة في الحياة السياسية والعامة، فضلاً عن التصدّي لحالة النساء المحرومات في جميع المجالات التي تغطّيها الاتفاقية.

(a) Set time-bound targets and allocate sufficient resources for the implementation of strategies, such as outreach and support programmes, creation of quotas and other pro-active measures aimed at achieving substantive equality of women and men in all areas, in particular employment and education;

17. The Committee is concerned that no temporary special measures have been introduced or are being planned as part of a necessary strategy to accelerate the achievement of the substantive equality of women and men in areas where women are underrepresented or disadvantaged.
17 - تشعر اللجنة بالقلق لعدم اتخاذ تدابير خاصة مؤقتة أو التخطيط لاتخاذها كجزء من الاستراتيجية الضرورية للتعجيل بتحقيق المساواة الفعلية بين المرأة والرجل في المجالات التي تكون فيها المرأة ممثلة تمثيلاً ناقصاً أو غير ممثلة.

It is also concerned that no temporary special measures have been or are being applied as part of a necessary strategy to accelerate the achievement of substantive equality of women and men in areas in which women are disadvantaged, such as education or in the judiciary, and for promoting the participation of women from religious minorities and scheduled castes and scheduled tribes in various areas under the Convention.

It is nonetheless concerned about the absence of temporary special measures as a systematic component to accelerate substantive equality of women and men in all areas of the Convention and the lack of understanding by the authorities and society in general about the scope and importance of temporary special measures, as defined in the Committee's general recommendation No. 25 on the subject.
ويساورها القلق مع ذلك إزاء عدم الاستعانة بالتدابير الخاصة المؤقتة باعتبارها عنصراً منهجياً للتعجيل بتحقيق المساواة الفعلية بين المرأة والرجل في جميع المجالات المشمولة بالاتفاقية، وعدم فهم السلطات والمجتمع بصورة عامة لنطاق التدابير الخاصة المؤقتة وأهميتها، على النحو المحدد في التوصية العامة رقم 25 الصادرة عن اللجنة بشأن هذا الموضوع.

(d) Include a specific provision in the Equal Opportunities Act 2008 before it is promulgated and in other appropriate legislation, unequivocally stating that temporary special measures aimed at achieving substantive equality of women and men shall not be considered discriminatory.
(د) إدراج حكم محدّد في قانون التمييز بين الجنسين الصادر عام 2008 قبل تطبيقه، وكذلك في التشريعات المناسبة الأخرى بما ينصّ، على نحو لا لبس فيه، على أن التدابير الخاصة المؤقتة الرامية إلى تحقيق المساواة الفعلية بين المرأة والرجل لا يجب اعتبارها تمييزية.

(a) Set time-bound targets and allocate sufficient resources for the implementation of temporary special measures in various forms, such as outreach and support programmes, quotas and other proactive and resultsoriented measures aimed at achieving substantive equality of women and men in all areas, and encourage the use of such measures both in the public and private sectors;
(أ) وضع أهداف محددة زمنيا وتخصيص موارد كافية لتنفيذ تدابير خاصة مؤقتة بأشكال مختلفة، من قبيل برامج التوعية والدعم، ونظام الحصص وتدابير استباقية وأخرى قائمة على النتائج من أجل تحقيق المساواة الفعلية بين الرجل والمرأة في جميع المجالات، وتشجيع استخدام هذه التدابير في كل من القطاع العام والقطاع الخاص؛

18. The Committee is concerned that temporary special measures in accordance with its general recommendation No. 25 are not systematically applied as a strategy necessary to accelerate the achievement of substantive equality of women and men in all areas covered by the Convention, especially in the areas of employment, education and participation in political and public life.
18 - يساور اللجنة القلق لأن التدابير الخاصة المؤقتة المطلوب اتخاذها وفقا لتوصيتها العامة رقم 25 لا تطبق بصورة منهجية بصفتها استراتيجية ضرورية للتعجيل بتحقيق المساواة الفعلية بين الرجل والمرأة في جميع المجالات التي تشملها الاتفاقية، ولا سيما في مجالات العمالة والتعليم والمساهمة في الحياة السياسية والعامة.

In this regard, the Committee is concerned that temporary special measures are not systematically applied as a strategy necessary to accelerate the achievement of substantive equality of women and men in areas covered by the Convention, especially those of employment, participation in political and public life and others in which women are underrepresented or disadvantaged.
وفي هذا الصدد، تشعر اللجنة بالقلق لعدم تطبيق التدابير الخاصة المؤقتة تطبيقاً منهجياً باعتبارها استراتيجية ضرورية للإسراع في تحقيق المساواة الموضوعية بين المرأة والرجل في المجالات المشمولة في الاتفاقية، ولا سيما مجالات العمل والمشاركة في الحياة السياسية والعامة والمجالات الأخرى حيث تكون المرأة ممثلة تمثيلاً ناقصاً أو محرومة.
