39. The Special Rapporteur further encourages States to develop public policies to address the situation of children left behind in countries of origin, taking into account the best interests of the child as a guiding principle and ensuring the participation of such children in the design and implementation of those policies.

The Committee also notes with concern that, rather than addressing the root causes for children in such situations, government measures to counter this development have only been undertaken in a manner primarily focusing on increasing punitive measures, including the placement of such children in detention facilities where adults are held, instead of effective measures aiming at the reintegration of child offenders into society.

Costa Rica noted the progress made since the previous UPR, including the ratification of international instruments, such as CRPD and the Optional Protocol thereto, the creation of the Independent Living Centre, awareness campaigns to protect children with disabilities from all forms of discrimination and high numbers of such children in education.

١٠٠ - وإذ يلاحظ الفريق مع القلق أن انتشار اﻷسلحة الصغيرة واﻷسلحة الخفيفة في المناطق المتضررة ييسر استغلال اﻷطفال في الصراعات المسلحة، فإنه يوصي منظمة اﻷمم المتحدة للطفولة )اليونيسيف( وغيرها من المنظمات ذات الصلة بتعزيز أنشطتها فيما يتعلق بالاحتياجات الخاصة لهؤلاء اﻷطفال في حالات ما بعد الصراع.
