Article 29, paragraph 2, of the Universal Declaration establishes that, in the exercise of his rights and freedoms, everyone shall be subject only to such limitations as are determined by law solely for the purpose of securing due recognition and respect for the rights and freedoms of others and of meeting the just requirements of morality, public order and the general welfare in a democratic society.

In line with this reasoning, the Special Rapporteur follows the approach of interpreting the scope of application for freedom of religion or belief in a large sense, bearing in mind that manifestations of this freedom may be subject to such limitations as are prescribed by law and are necessary to protect public safety, order, health, or morals or the fundamental rights and freedoms of others.

Even if it were wrongly supposed that the present communication does not concern recognition of the objector's right, but merely its public manifestation, the statement that public manifestations may be subject only " to such limitations as are prescribed by law " in no way implies that the existence of the right itself is a matter for the discretion of States parties.
