The circle of individuals having the right to a nationality is circumscribed in paragraph 1. The assumption here is the unwillingness of the successor State to grant its nationality to certain persons who are normally entitled to acquire such nationality or the withdrawal by the predecessor State of its nationality from persons who are normally entitled to retain its nationality.
