The Sudanese Government had organized a round table on that subject in April 2002 in which ICRC, the Sudanese Red Crescent and officials from the Ministries of Defence and Interior had participated.
26 - السيد مانيس (السودان): قال إن وفده يرغب في تأكيد التزامه بمبادئ القانون الإنساني الدولي موضحا أن الحكومة السودانية نظمت مائدة مستديرة بشأن الموضوع في نيسان/أبريل 2002 شارك فيها لجنة الصليب الأحمر الدولية والهلال الأحمر السوداني ومسؤولون من وزارتي الدفاع والداخلية.

6. Accordingly, the Minister of the Interior, acting through the Council of Ministers, instructed the relevant ministries that any agreement with ICRC may be concluded only through the Sudanese Red Crescent, the national partner, and to work with ICRC in accordance with the Law on Volunteer and Humanitarian Work (2006), which requires partners to conclude technical agreements with the Humanitarian Aid Commission.
6 - في هذا الإطار قام السيد وزير الداخلية بمخاطبة الوزارات ذات الصلة عبر مجلس الوزاراء بعدم توقيع أي اتفاقيات مع اللجنة الدولية للصليب الأحمر إلا عبر هيئة الهلال الأحمر السوداني الشريك الوطني والتعامل مع اللجنة الدولية للصليب الأحمر عبر قانون العمل الطوعي والإنساني لعام 2006 الذي يلزم على الشركاء بتوقيع اتفاقيات فنية مع مفضوية العون الإنساني فيما يلي الشأن الإنساني.

5. The Secretary-General of the Red Crescent participated in the meetings of the Technical Committee and confirmed that ICRC was not complying with the directives. Discussion were held in that regard with the President of the General Assembly of the Sudanese Red Crescent, Hussein Abu Salih, who stressed that the ICRC should work in partnership with the Red Crescent through a partnership agreement.
5 - ظل الأمين العام للهلال الحمر مشاركاً في اجتماعات اللجنة الفنية للعون الإنساني في هذا الخصوص وأكد عدم التزام اللجنة بالموجهات وفي هذا الإطار تم التشاورر مع السيد رئيس الهيئة العامة للهلال الأحمر السوداني (البروف حسين أبو صالح) الذي أمن على ضرورة عمل اللجنة بالشراكة مع الهلال الأحمر عبر اتفاقية الشراكة للعمليات.

This was done by volunteers of the Sudanese Red Crescent with the support of ICRC after fulfilling all the required legal procedures.
