ومُنع الاعتصام وفقاً لقرار اللجنة التنفيذية رقم 820 المؤرخ 24 تشرين الأول/أكتوبر 2003، على أساس أن المكان الذي اقترحه صاحب البلاغات للاعتصام لا يندرج ضمن الأماكن التي يُسمح فيها بالاعتصام.

The picket was prohibited in accordance with ETC decision No. 881 of 10 July 2009, the reason being that the location suggested by the author for the picket was not among the permitted locations.
ومُنع الاعتصام عملاً بقرار اللجنة التنفيذية رقم 881 المؤرخ 10 تموز/يوليه 2009 على أساس أن المكان الذي اقترحه صاحب البلاغات للاعتصام لا يندرج ضمن قائمة الأماكن التي يُسمَح فيها بالاعتصام.

In addition, given that the location suggested by the author for his picket was not among the permitted locations, the permission was refused in accordance with decision No. 820 of 24 October 2003 of the Vitebsk City Executive Committee regarding the procedure for organization and conduct of public gatherings in Vitebsk, which determines that public gatherings can only be organized in a few specified locations in Vitebsk.

وزُعم أن الاعتصام مُنع عملاً بالبند 1 من قرار اللجنة التنفيذية رقم 820 المؤرخ 24 تشرين الأول/أكتوبر 2003، على أساس أن المكان الذي اقترحه صاحب البلاغات للاعتصام ليس ضمن الأماكن التي تُسمَح فيها الاعتصامات.

The application was reviewed by the acting President of the ETC of Vitebsk, who, on 24 February 2009 issued a decision prohibiting the picket in accordance with point 1 of ETC decision No. 820 of 24 October 2003, the reason being that the location suggested by the author for his picket was not among the permitted locations.

وراجع الطلب نائب رئيس اللجنة التنفيذية في فيتيبسك، الذي أصدر في 14 أيار/مايو 2009 قراراً بمنع الاعتصام عملاً بقرار اللجنة التنفيذية رقم 820 المؤرخ 24 تشرين الأول/أكتوبر 2003، معلّلاً ذلك بأن المكان الذي اقترحه صاحب البلاغات لاعتصامه لا يندرج ضمن الأماكن التي يُسمَح فيها بالاعتصام.

The application was considered by the Deputy President of the ETC of Vitebsk, who issued a decision prohibiting the 7 December 2008 picket based on ETC decision No. 820 of 24 October 2003, the reasons being that the location suggested by the author for his picket was not among the permitted locations, and the author had not paid the expenses associated with the maintenance of public order during the picket.
ونظر في الطلب نائب رئيس اللجنة التنفيذية لمدينة فيتيبسك الذي أصدر قراراً بحظر الاعتصام في 7 كانون الأول/ديسمبر 2008 استناداً إلى قرار اللجنة التنفيذية رقم 820 المؤرخ 24 تشرين الأول/أكتوبر 2003، معللاً ذلك بأن المكان الذي اقترحه صاحب البلاغات للاعتصام لا يندرج ضمن قائمة الأماكن التي يُسمَح فيها بالاعتصام، وبأن صاحب البلاغات لم يسدد المصاريف المرتبطة بالحفاظ على الأمن العام خلال الاعتصام.
