(ي) تحث الدول الأطراف في اتفاقية الأمم المتحدة لمكافحة الجريمة المنظمة عبر الوطنية والبروتوكولين المكملين لها()، على تنفيذها بالكامل، وتهيب بالدول التي لم تصدق على الاتفاقية وبروتوكوليها أو تنضم إليها أن تنظر على سبيل الأولوية في القيام بذلك؛
