4. The existing distribution of funding between the regular budget, the peacekeeping support account, the budgets for the international tribunals, the capital master plan budget and centrally administered extrabudgetary programme support accounts will be used as a basis for the initial establishment of the shares for allocation of the gross consolidated budget.
