The Supreme Islamic Council of Afghanistan was convened at Herat from 20 to 25 July 1994, with the participation of Afghan personalities as follows:

The Supreme Islamic Council adopted the following resolution on 25 July 1994:
واتخذ المجلس اﻹسلامي اﻷعلى في ٥٢ تموز/يوليه ٤٩٩١، القرار التالي:

Article 11: These decisions of the Supreme Islamic Council taken by the Governors, Commanders, Ulema, cultural and political personalities of the country, express the demands and will of the entire Muslim and mujahid nation of Afghanistan.
المادة ١١: هذه القرارات الصادرة عن المجلس اﻹسلامي اﻷعلى التي اتخذها المحافظون، والقادة، والعلماء، والشخصيات السياسية في هذا البلد، تعبر عن مطالب وإرادة أمﱠـة أفغانستان المسلمة المجاهدة.

I have the honour to transmit herewith the text of a resolution adopted by an extraordinary meeting of a Supreme Islamic Council convened at Herat, Afghanistan, on 25 July 1994.
أتشرف بأن أحيل طيه نص القرار الذي اتخذه الاجتماع الاستثنائي للمجلس اﻹسلامي اﻷعلى المنعقد في هيرات بأفغانستان في ٥٢ تموز/يوليه ٤٩٩١.

In spite of some positive and reassuring elements contained in the Security Council presidential statement, it is regrettable to note that the statement failed to address some other important matters and developments, among them the convening of the Herat Supreme Islamic Council in which authoritative representatives of the nation participated.
وبالرغم من بعض العناصر اﻹيجابية المطمئنة التي ترد في البيان الرئاسي لمجلس اﻷمن، فإن من المؤسف ملاحظة أن البيان أغفل عن طرق بعض المسائل والتطورات الهامة اﻷخرى، من بينها انعقاد المجلس اﻹسلامي اﻷعلى في هيرات الذي شارك فيه ممثلون عن البلد جديرون بالثقة.

The Islamic State of Afghanistan, while appreciating the efforts of the United Nations, declares its readiness to extend every possible assistance and cooperation to the United Nations Peace Programme which is directed towards the convening of a Loya Jirga (Grand National Assembly) which is in total similarity with the outcome of the Supreme Islamic Council recently held in Herat.
وتقديرا من دولة أفغانستان اﻹسلامية للجهود التي تبذلها اﻷمم المتحدة تُعلن استعدادها لتقديم كل ما يمكنها بذله من المساعدة والتعاون الى برنامج اﻷمم المتحدة لتحقيق السلم، الذي يهدف الى عقد جمعية وطنية جامعة )لويا جيرغا(، وهو ما يتمشى تماما مع النتائج التي توصل اليها المجلس اﻹسلامي اﻷعلى في اجتماعه المعقود مؤخرا في هيرات.

11. On 11 May, the Supreme Council for Islamic Revolution in Iraq, the senior partner in the United Iraqi Alliance with 36 seats in Parliament, issued a 49-point communiqué declaring that it had changed its name to the Supreme Islamic Iraqi Council.
11 - وفي 11 أيار/مايو، أصدر المجلس الأعلى للثورة الإسلامية في العراق، وهو أكبر شريك في الائتلاف العراقي الموحد والحاصل على 36 مقعدا في البرلمان، بلاغا مؤلفا من 49 نقطة أعلن فيه تغيير اسم المجلس ليصبح المجلس الأعلى الإسلامي في العراق.
