As with Ayatollah al-Burujerdi and Ayatollah al-Gharawi, Muhammad Taqi al-Khoei had previously been harassed by Iraqi security agents and had received threats aimed to stop his independent activities within the Shi’a religious community.
وكما هو الحال بالنسبة ﻵية الله البوروجردي وآية الله القروي، كان محمد طاغي الخوئي قد تعرض للملاحقة من قبل موظفي اﻷمن العراقي وتلقى تهديدات بأن يكف عن القيام بأنشطة مستقلة في صفوف طائفة الشيعة الدينية.

In the case of journalist Taqi Rahman, for example, his family reports he had been in solitary confinement for six months up to 26 August 2001, with only one family visit and no telephone contact.
وفي حالة الصحفي تقي رحمان مثلاً، تقول عائلته إنه سجن في حبس انفرادي لمدة ستة أشهر حتى 26 آب/أغسطس 2001، ولم تزره عائلته إلا مرة واحدة ولم يسمح له بإجراء أية اتصالات هاتفية.

In chapter V, section B.3, the Special Rapporteur holds the Iraqi Government responsible for the death of Mr. Muhammad Taqi Al-Khoei and claims that it has yet to respond to an earlier request that he had made to the Iraqi authorities.

3. The case of Mohammed Taqi Al-Khoei
٣ - قضية محمد تقي الخوئي

80. Following two years of relentless intimidation and harassment, including specific threats against him dating from his March 1991 arrest with his father, the late Grand Ayatollah Abul Qasim Al-Musawi Al-Khoei, Mohammed Taqi Al-Khoei died in a sudden car accident on the night of 21 July 1994.
٨٠ - في مساء ٢١ تموز/يوليه ١٩٩٤ توفي محمد تقي الخوئي في حادث سيارة بعد أن ظل عامين كاملين يعيش تحت التخويف والمضايقة بطريقة لا هوادة فيها، شملت توجيه تهديدات محددة لحياته ترجع الى وقت اعتقاله هو ووالده المرحوم أية الله أبو القاسم الموسوى الخوئي في آذار/مارس ١٩٩١.

On the way back from a visit to Karbala, their car apparently crashed into an unlit lorry blocking the motorway at around 11 p.m. The driver and the child reportedly died instantly, while Taqi and Amin Khalkhali bled to death, abandoned at the roadside.
وفي طريق العودة من زيارة إلى كربلاء، اصطدمت سيارتهم فيما يبدو بشاحنة غير مضاءة كانت تسد الطريق السريع في حوالي الساعة ٠٠/١١ مساء. وورد خبر يفيد بأن السائق والطفل ماتا في الحال في حين أن تقي وخلخلي ظل ينزف حتى الموت وهو ملقى على جانب الطريق بلا معين.

In early October 1994, the Special Rapporteur received information that the Government of Iraq had sequestrated the former home of Mr. Al-Khoei's father (evicting the remaining members of his family) together with 42 other houses which formed part of the religious endowment of the Al-Khoei Foundation of which Mohammed Taqi Al-Khoei was the General Secretary until his death.
وفي أوائل تشرين اﻷول/أكتوبر ١٩٩٤، تلقى المقرر الخاص معلومات بأن حكومة العراق قامت بمصادرة المنزل السابق لوالد السيد الخوئي )اذ قامت بإجلاء المتبقين من أفراد أسرته( الى جانب ٤٢ منزلا آخر كانت تشكل جزءا من اﻷوقاف التي تشرف عليها مؤسسة الخوئي التي كان محمد تقي الخوئي يعمل أمينا عاما لها حتى وفاته.

The Special Rapporteur also recalls that governmental authorities have been associated with a series of previous fatal accidents, apparently engineered, such as the well-known case of Sayed Muhammed Taqi al-Khoei (son of the late Grand Ayatollah al-Khoei) who died on 21 July 1994 in a suspicious car accident while returning from his weekly visit to Karbala.
ويلاحظ المقرر الخاص كذلك أن السلطات الحكومية متورطة في سلسلة من حوادث قتل سابقة يبدو أنها كانت مدبرة، ومنها حادثة معروفة جيدا وهي مقتل السيد محمد طاغي الخوئي )ابن المرحوم آية الله العظمى الخوئي( الذي قضي يوم ٢١ تموز/يوليه ١٩٩٤ في حادث سيارة مشبوه بينما كان عائدا من زيارته اﻷسبوعية لكربلاء.
