وإذ تدين حكومة العراق الأعمال العدوانية ضد الأهداف والمنشآت العراقية، فإنها تحثكم على تحمل المسؤولية الملقاة على عاتقكم والمتمثلة في الحفاظ على الأمن والسلم الدوليين من خلال التدخل لدى حكومات تلك الدول لإيقاف عدوانها المتواصل وغير المبرر ضد دولة مستقلة وذات سيادة، ووضع حد لهذا العدوان وعدم تكراره.

The Government of Iraq, condemning these acts of aggression against Iraqi civilian targets and installations, urges you to intervene with the Governments of the States concerned and prevail upon them to halt their continual and unjustified aggression against an independent sovereign State. There must be no further repetitions of such aggression.
إن حكومة جمهورية العراق في الوقت الذي تدين هذه الأعمال العدوانية ضد الأهداف والمنشآت المدنية العراقية، فإنها تطالب سيادتكم للتدخل لدى حكومات تلك الدول لإيقاف عدوانها المتواصل وغير المسوغ ضد دولة مستقلة وذات سيادة، ووضع حد لهذا العدوان وعدم تكراره.

These hostile acts carried out by two permanent members of the Security Council against Iraqi civilian targets and installations are totally at variance with the Charter of the United Nations and with international law and are a blatant infringement of the sovereignty of an independent State Member of the United Nations and a scandalous violation of all international treaties.
إن هذه اﻷعمال العدائية التي تقوم بها دولتان دائمتا العضوية في مجلس اﻷمن ضد اﻷهداف والمنشآت المدنية العراقية تتعارض كليا مع ميثاق اﻷمم المتحدة والقانون الدولي وتعد انتهاكا صارخا لسيادة دولة مستقلة عضو في اﻷمم المتحدة، وخرقا فاضحا لكل المواثيق الدولية.
