فالإعلانات تعبير عن عنصر ذاتي في التفسير، هو نية إحدى الدول الأطراف، ولذلك من شأنها تأكيد " المعنى العادي الذي يعطَى لتعابير المعاهدة في السياق الذي ترد فيه وفي ضوء موضوع المعاهدة وغرضها " .

In the case where the State's interpretation does not correspond to the " the ordinary meaning to be given to the terms of the treaty in their context and in the light of its object and purpose " , the conduct adopted by the author of the declaration in the implementation of the treaty runs a serious risk of violating its treaty obligations.
وفي حال عدم توافق تفسيرها مع " المعنى العادي الذي يُعطى لتعابير المعاهدة في السياق الذي ترد فيه وفي ضوء موضوع المعاهدة وغرضها " ()، قد يكون السلوك الذي اتبعه صاحب الإعلان في إطار تنفيذ المعاهدة مخالفاً لما هو مطلوب منه بموجب التزاماته التعاهدية().

The general rule of treaty interpretation as set out in article 31 of the Vienna Convention is that treaties " shall be interpreted in good faith in accordance with the ordinary meaning of the terms of the treaty in their context and in the light of its object and purpose. "
