The key notion that required interpretation in order to be able to see clearly how the convention rules would apply if the convention did not extend to all the territorial units of a contracting State was the location of several connecting factors in a contracting State.

It was noted, in that connection, that paragraph 3 of the draft article dealt with the effect that the extension of the Convention to some but not all the territorial units of a Contracting State might have on the geographic scope of application of the Convention.

4. If a Contracting State makes no declaration pursuant to paragraph 1 of this article, the Convention is to extend to all territorial units of that State.
٤- إذا لم تصدر الدولة المتعاقدة إعلانا بمقتضى الفقرة ١ من هذه المادة، سرت الاتفاقية على جميع الوحدات الإقليمية لتلك الدولة.

In particular, the " Anti-Subversion Unit " analyses subversion and terrorism, both national and international, coordinates the work of the " Anti-Crime Sections " and the other territorial units of the Carabinieri, and manages the most important investigations.

5 - إذا لم تُصدِر الدولة أي إعلان بمقتضى الفقرة 1 من هذه المادة، يتعين أن تسري الاتفاقية على جميع الوحدات الإقليمية لتلك الدولة.

4. If a State makes no declaration under paragraph 1 of this article, the Convention is to extend to all territorial units of that State.
4- اذا لم تُصدِر الدولة أي اعلان بمقتضى الفقرة 1 من هذه المادة، تكون الاتفاقية سارية على جميع الوحدات الاقليمية لتلك الدولة.

“(4) If a State makes no declaration under paragraph (1) of this article, the Convention is to extend to all territorial units of that State.”
" )٤( اذا لم تصدر الدولة أي اعلان بموجب الفقرة )١( من هذه المادة ، فان الاتفاقية تسري على جميع الوحدات الاقليمية لهذه الدولة . "

3. If, by virtue of a declaration under this article, this Convention does not extend to all territorial units of a State and the place of business of the guarantor/issuer or of the beneficiary is located in a territorial unit to which the Convention does not extend, this place of business is considered not to be in a Contracting State.
٣ - إذا لم تسر هذه الاتفاقية، بموجب اعلان صادر وفقا لهذه المادة، على جميع الوحدات الاقليمية للدولة وكان مكان عمل الكفيل/المصدر أو المستفيد كائنا في وحدة اقليمية لا تسري عليها هذه الاتفاقية، لا يعتبر مكان العمل المذكور كائنا في دولة متعاقدة.

3. If, by virtue of a declaration under this article, this Convention does not extend to all territorial units of a State and the assignor or the debtor is located in a territorial unit to which this Convention does not extend, this location is considered not to be in a Contracting State.
3- اذا كانت هذه الاتفاقية، بمقتضى اعلان صادر وفقا لهذه المادة، لا تسري على جميع الوحدات الاقليمية للدولة وكان مقر المحيل أو المدين واقعا في وحدة اقليمية لا تسري عليها هذه الاتفاقية، يعتبر المقر المذكور غير واقع في دولة متعاقدة.
