It has initiated contacts with the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) for field staff and with the International Civil Aviation Organization (ICAO) and the International Telecommunication Union (ITU) for telecommunications staff. In addition, systematic efforts have been made to tap staff coming out of operations such as UNTAC (Cambodia), UNBRO (Thai border) and MICIVIH (Haiti).
