٩١- تؤكد من جديد أن جميع اﻷشخاص الذين يرتكبون انتهاكات للقانون اﻹنساني الدولي أو يأذنون بارتكابها مسؤولون كل بصفته الفردية عن هذه الانتهاكات ومحاسبون عليها، وينبغي تقديمهم إلى المحاكمة وفقا للمبادئ المعترف بها دوليا المتعلقة بتطبيق اﻹجراءات القانونية؛

٧١- تؤكد من جديد أن جميع اﻷشخاص الذين يرتكبون انتهاكات للقانون الانساني الدولي أو يأذنون بارتكابها هم مسؤولون فرادى عن هذه الانتهاكات ويحاسبون عليها، وان المجتمع الدولي سيبذل كل جهوده لتقديمهم إلى المحاكمة وفقا للمبادئ المعترف بها دوليا المتعلقة بتطبيق الاجراءات القانونية؛
