3. Each State Party shall take the necessary measures to ensure that the persons referred to in paragraph 1 of this article who have reason to believe that an enforced disappearance has occurred or is planned report the matter to their superiors and, where necessary, to the appropriate authorities or bodies vested with powers of review or remedy.
3 - تتخذ كل دولة طرف التدابير اللازمة لكي يقوم الأشخاص المشار إليهم في الفقرة 1 من هذه المادة والذين لديهم أسباب تحمل على الاعتقاد بحدوث حالة اختفاء قسري أو بالتدبير لارتكابها بإبلاغ رؤسائهم عن هذه الحالة، وعند الاقتضاء إبلاغ سلطات أو هيئات الرقابة أو الطعن المختصة.

(d) To ensure that their competent authorities proceed immediately to conduct impartial inquiries in all circumstances where there is reason to believe that an enforced disappearance has occurred in territory under their jurisdiction and, if such belief is borne out, to ensure that all the perpetrators of enforced or involuntary disappearances are brought to justice;
(د) أن تحرص على قيام سلطاتها المختصة فوراً بإجراء تحريات نزيهة في جميع الظروف متى ما وُجدت أسباب تدعو إلى الاعتقاد أن حالة اختفاء قسري قد حدثت في أراضٍ خاضعةٍ لولايتها؛ وأن تحرص، إذا ثبتت صحة ذلك الاعتقـاد، على تقديم جميع مرتكبي أفعال الاختفاء القسري أو غير الطوعي إلى العدالة؛

In this respect, the Working Group would like to recall article 13, paragraph 1, of the Declaration, according to which: " Whenever there are reasonable grounds to believe that an enforced disappearance has been committed, the State shall promptly refer the matter to that authority for such an investigation, even if there has been no formal complaint.

3- تتخذ كل دولة طرف التدابير اللازمة لكي يقوم الأشخاص المشار إليهم في الفقرة 1 من هذه المادة والذين لديهم أسباب تحمل على الاعتقاد بحدوث حالة اختفاء قسري أو بالتدبير لارتكابها، بإبلاغ رؤسائهم عن هذه الحالة، وعند الاقتضاء إبلاغ سلطات أو هيئات الرقابة أو الطعن المختصة.

(c) They should ensure that their competent authorities proceed immediately to conduct impartial inquiries in all circumstances where there is reason to believe that an enforced disappearance has occurred in territory under their jurisdiction;
(ج) أنه ينبغي لها أن تضمن قيام سلطاتها المختصة فوراً بإجراء تحريات نزيهة في جميع الظروف متى ما وجدت أسباب تدعو إلى الاعتقاد أن حالة اختفاء قسري قد حدثت في أراضٍ خاضعةٍ لولايتها؛

Regarding the allegations according to which the fate and whereabouts of Mr. Tia were unknown, the Working Group would like to recall article 13 of the Declaration, which provides that " whenever there are reasonable grounds to believe that an enforced disappearance has been committed, the State shall promptly refer the matter to [the relevant] authority for ... investigation " .
