وبموجب المادة ١٢، يجوز ﻷي دولة طرف في الاتفاقية أن تعلن في أي وقت أنها تعترف باختصاص لجنة مناهضة التعذيب في أن تتلقى بلاغات تفيد أن دولة طرفاً تدعي أن دولة طرفا أخرى لا تفي بالتزاماتها بموجب الاتفاقية وفي أن تنظر في تلك البلاغات.

1. A State party to the present Protocol may, at any time, declare that it recognizes the competence of the Committee to receive and consider communications in which a State party claims that another State party is not fulfilling its obligations under:

" Norway recognises the competence of the Human Rights Committee referred to in Article 28 of the Covenant to receive and consider communications to the effect that a State Party claims that another State party is not fulfilling its obligations under the Covenant.
" تعترف النرويج باختصاص اللجنة المعنية بحقوق الإنسان المشار إليها في المادة 28 من العهد بتلقي رسائل تدعي فيها دولة طرف أن دولة طرفا أخرى لا تفي بالتزاماتها بموجب العهد، وبالنظر في هذه الرسائل.

(i) Article 10 of the Optional Protocol provides that a State party may declare that it recognizes the competence of the Committee to receive and consider communications to the effect that a State party claims that another State party is not fulfilling its obligations under the Covenant;

7. Upon ratification of the International Covenant on Civil and Political Rights or subsequently 47 States made the declaration provided for in article 41 of the Covenant, recognizing the competence of the Human Rights Committee established under article 28 of the Covenant to receive and consider communications to the effect that a State party claims that another State party is not fulfilling its obligations under the Covenant.
7- وأصدرت 47 دولة عند تصديقها على العهد الخاص بالحقوق المدنية والسياسية أو بعد ذلك، الإعلان المنصوص عليه في المادة 41 من العهد واعترفت باختصاص اللجنة المعنية بحقوق الإنسان، المنشأة بموجب المادة 28 من العهد، باستلام ودراسة البلاغات التي تنطوي على ادعاء دولة طرف بأن دولة طرفاً أخرى لا تفي بالتزاماتها بموجب العهد.
