Rule 14 of the rules of procedure provides that any Member or principal organ of the United Nations or the Secretary-General may, at least 30 days before the date fixed for the opening of a regular session, request the inclusion of supplementary items in the agenda.
تنص المادة 14 من النظام الداخلي على أن لأي عضو من أعضاء الأمم المتحدة أو أي هيئة من هيئاتها الرئيسية أو للأمين العام طلب إدراج بنود تكميلية في جدول الأعمال قبل الموعد المحدد لافتتاح الدورة العادية بما لا يقل عن 30 يوما.

If the Council of Members decides that any Member is in breach of its obligations under this Agreement and decides further that such breach significantly impairs the operation of this Agreement, it may, by reasoned decision of the other Members taken in the absence of the Member concerned, exclude that Member from this Agreement.
إذا تبين لمجلس الأعضاء أن أحد الأعضاء أخل بالالتزامات التي يفرضها عليه الاتفاق، وقرر أيضاً أن هذا الإخلال يعرقل جدياً سير هذا الاتفاق، فإنه يجوز لـه، بقرار معلل يتخذه الأعضاء الآخرون في غياب العضو المعني أن يستبعد ذلك العضو من هذا الاتفاق.

إذا تبين للمجلس، استناداً إلى الفقرة 3 من المادة 51، أن أحد الأعضاء يخل بالتزاماته بموجب هذا الاتفاق، وإذا قرر المجلس كذلك أن هذا الإخلال يعوق إلى حد كبير تنفيذ هذا الاتفاق، جاز له أن يستبعد هذا العضو من المنظمة.

Rule 56 ter states that any Member seeking election to the IMO Council should have discharged its financial obligations or have committed itself to a schedule to do so.
