31- يذكر بأن لكل طفل الحق في الحصول على جنسية، ويعترف باحتياجات الأطفال الخاصة فيما يتعلق بالحماية من الحرمان التعسفي من الجنسية، ويشجع الدول التي لم تنضم إلى الاتفاقية المتعلقة بوضع الأشخاص عديمي الجنسية والاتفاقية المتعلقة بخفض حالات انعدام الجنسية على أن تنظر في القيام بذلك؛
