ونص الفقرة الإضافية الأولى في الديباجة كما يلي: " وإذ تدرك أن الدول المضيفة تتحمل المسؤولية الرئيسية عن حماية ومساعدة اللاجئين على أراضيها، وأن الحاجة تدعو إلى مضاعفة الجهود لوضع وتنفيذ حلول دائمة واستراتيجيات شاملة بالتعاون الملائم مع المجتمع الدولي وتقاسم الأعباء والمسؤوليات " .
