4.4 The State party also submits that the communication does not reveal a violation of article 9, paragraphs 2 to 4.

4.4 The State party further submits that the communication does not make it clear which rights of the petitioner guaranteed under national law were violated, which domestic remedies were claimed and when the alleged violations took place.
