Our third requirement is that the CTBT should be universal.

ومما يبعث على خيبة الأمل أن تلك المعاهدة لم تدخل حيِّز النفاذ رسميا حتى الآن.

Despite several challenges to the efficacy of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) we are pleased to observe that the CTBT has continued to attract new adherents.

We believe that the CTBT will not only establish an internationally legally-binding obligation on the States which sign and ratify it, but that the treaty will also establish a norm in international law from which no State will be able to escape.
ونعتقد أن معاهدة الحظر الشامل للتجارب النووية لن توجد التزاما يكون ملزما قانونيا دوليا للدول التي توقع عليهـا وتصدقها فحسب، بل ستوجد أيضا عرفا في القانون الدولي لن تستطيع أية دولة اﻹفلات منه.

We continue to believe that the CTBT must not be conceived solely as a nuclear non-proliferation measure, but as an important step towards the ultimate elimination of nuclear weapons.
ولا زلنا نعتقد أن معاهدة الحظر الشامل للتجارب النووية يجب ألا ينظر إليها كإجراء لعدم الانتشار النووي فقط، وإنما كخطــوة هامة صــوب القضاء على اﻷسلحة النووية في نهاية المطاف.

We consider that the CTBT should be comprehensive and non-discriminatory in its scope and it should ban all nuclear tests by all States, in all environments and for all time.
ونعتبر أن معاهدة الحظر الشامل للتجارب النووية يجب ان تكون شاملة وغير تمييزية في نطاقها وأن تحظر جميع التجارب النووية من جانب جميع الدول في جميع البيئات وإلى اﻷبد.

I am surprised to note that the CTBT does not appear to be an act of nuclear disarmament, but more an act to secure existing nuclear armament.
فقد أدهشني أن ألاحظ أن معاهدة الحظر الشامل للتجارب النووية ليست فيما يبدو عملاً من أعمال نزع السلاح، بل هي بقدر أكبر عمل يرمي إلى ضمان التسلح النووي القائم.

It is disappointing that the CTBT is still not yet in force, despite having been opened for signature more than a decade ago.
