There shall be no restriction upon or derogation from any of the fundamental human rights recognized or existing in any State Party to the present Convention pursuant to law, conventions, regulation or custom on the pretext that the present Convention does not recognize such rights or that it recognizes them to a lesser extent.
ولا يجوز فرض أي تقييد أو انتقاص لأي حق من حقوق الإنسان الأساسية المعترف بها أو القائمة في أي دولة طرف في هذه الاتفاقية، عملا بقانون أو اتفاقية أو لائحة أو عرف بحجة أن هذه الاتفاقية لا تعترف به أو تعترف به في نطاق أضيق.

Convinced that the present Convention would be an important step in a phased programme towards the complete elimination of nuclear weapons within a time-bound framework,
واقتناعا منها بأن هذه الاتفاقية ستكون بمثابة خطوة هامة في برنامج مرحلي نحو إزالة اﻷسلحة النووية كلية في إطار زمني محدد،

2. The Government of Luxembourg declares that the present Convention does not require modification of the legal status of children born to parents between whom marriage is absolutely prohibited, such status being warranted by the interest of the child, as provided under article 3 of the Convention.
٢- تعلن حكومة لكسمبرغ أن هذه الاتفاقية لا تقتضي تعديل المركز القانوني لﻷطفال الذين يولدون ﻷبوين يحظر زواجهما مطلقا، وهذا المركز تبرره مصلحة الطفل على النحو المنصوص عليه في المادة ٣ من الاتفاقية.

٢- تعلن حكومة لكسمبرغ أن هذه الاتفاقية لا تقتضي تعديل المركز القانوني لﻷطفال الذين يولدون ﻷبوين يحظر زواجهما بصورة مطلقة، وهذا المركز تبرره مصلحة الطفل على النحو المنصوص عليه في المادة ٣ من الاتفاقية.

" It is understood that the present Convention will serve as a guideline for future watercourse agreements and that, once such agreements are concluded, it will not alter the rights and obligations provided therein, unless such agreements provide otherwise. "
" من المفهوم أن هذه الاتفاقية تكون بمثابة مبادئ توجيهية للاتفاقات المقبلة بشأن المجاري المائية، وأنه بإبرام تلك الاتفاقات لن تغير الاتفاقية الحقوق والالتزامات المنصوص عليها فيها، ما لم ينص في تلك الاتفاقات على خلاف ذلك. "

7/ Argentina declared that the present Convention should be construed in accordance with the principles and rules of the National Constitution in force or with those resulting from reforms mandated by the Constitution.
(7) أعلنت الأرجنتين أن هذه الاتفاقية ينبغي أن تفسر وفقا لمبادىء وقواعد الدستور الوطني الساري المفعول أو للمبادىء والقواعد الناشئة عن الاصلاحات التي يقضي بها الدستور.

7 Argentina declared that the present Convention should be construed in accordance with the principles and rules of the National Constitution in force or with those resulting from reforms mandated by the Constitution.
(7) أعلنت الأرجنتين أن هذه الاتفاقية ينبغي أن تفسر وفقا لمبادىء وقواعد الدستور الوطني الساري المفعول أو للمبادىء والقواعد الناشئة عن الاصلاحات التي يقضي بها الدستور.

Instead of the wording above, article 27 should stipulate that the present Convention " does not apply " to cases described under letters (a) to (c), but that the provisions of the conventions referred to shall be applicable in those cases.
وبدلا من الصياغة المذكورة أعلاه، ينبغي أن تنص المادة 27 على أن هذه الاتفاقية " لا تسري " على الحالات المبيَّنة في الفقرات (أ) إلى (ج)، بل تنطبق على تلك الحالات أحكامُ الاتفاقيات المشار إليها.
