In accordance with article 2, paragraph 3(a), of the Covenant, the State party is under an obligation to provide the author with an effective remedy, including compensation amounting to a sum not less that the present value of the expenses incurred by him in relation to the registration application of `Democracy and Rights' as a national NGO and any legal costs paid by him.
