29. At the 2nd meeting of the Working Group of the Whole, on 14 March 2005, the Russian Federation introduced the revised provisions of its proposal, reiterating that the revised text reflected many of the comments and suggestions made by delegations at previous sessions of the Committee.

It was explained that the revised text of draft article 12 contained alternative text in two sets of square brackets, and that the first set of square brackets contained text taken from draft article 12 as it appeared in A/CN.9/WG.III/WP.81, while the second set contained what was intended to express the same principles, but in clearer drafting.
