11. The mandate of the Subcommittee is set out in the Optional Protocol in article 11. This establishes that the Subcommittee shall:

132. Some delegations reiterated the view that the roles of ITU and of the Legal Subcommittee were complementary and that the Subcommittee could contribute to the establishment of a special legal regime to regulate the use of the geostationary orbit.
١٣٢- وكررت بضعة وفود اﻹعراب عن رأيها القائل بأن دوري الاتحاد الدولي للمواصلات السلكية واللاسلكية واللجنة الفرعية القانونية متكاملان، وأن اللجنة الفرعية يمكن أن تسهم في وضع نظام قانوني خاص لتنظيم استخدام المدار الثابت بالنسبة لﻷرض.

Following past practice, those States were invited to send delegations to attend the current session of the Subcommittee and address it, as appropriate, without prejudice to further requests of that nature; that action did not involve any decision of the Subcommittee concerning status but was a courtesy that the Subcommittee extended to those delegations.
وعملا بالممارسة المتّبعة في الماضي دُعيت تلك الدول إلى إرسال وفود لحضور الدورة الحالية للجنة الفرعية ومخاطبتها، حسب الاقتضاء، دون المساس بطلبات لاحقة من هذا القبيل؛ ولم ينطو ذلك الإجراء على أي قرار من اللجنة الفرعية بشأن صفة تلك الوفود وإنما كان مجاملة من اللجنة الفرعية لتلك الوفود.

Regarding the agenda of the Legal Subcommittee, the Committee recommended that the Subcommittee, at its thirty-fourth session:
٦٦١ ـ وفيما يتعلق بجدول أعمال اللجنة الفرعية القانونية، أوصت اللجنة بأن تقوم اللجنة الفرعية في دورتها الرابعة والثلاثين بما يلي:

The Working Group recommended that the Subcommittee, at its fifty-second session, reconvene the Working Group and review the need to extend the mandate of the Working Group beyond that session.
11- وأوصى الفريقُ العامل بأن تعاود اللجنة الفرعية عقدَ اجتماع له أثناء دورتها الثانية والخمسين، وأن تستعرض عندئذ مدى الحاجة إلى تمديد ولايته إلى ما بعد تلك الدورة.

The delegation expressing that view was also of the view that the Subcommittee should, during its deliberations, aim to continue that tradition and to avoid focusing on theoretical rather than practical issues.
كما رأى ذلك الوفد أنَّ على اللجنة الفرعية أن تستهدف، أثناء مداولاتها، مواصلة هذا التقليد وأن تتجنَّب التركيز على المسائل النظرية بدلاً من المسائل العملية.

With 34 States parties, this means that the Subcommittee must visit, on average, eight States every year.

Those delegations also noted that the Subcommittee received proposals for new agenda items every year and that adequate time was required for their consideration.
وذَكرت تلك الوفود أيضاً أنَّ اللجنة الفرعية تتلقَّى كل سنة اقتراحات لإدراج بنود جديدة في جدول أعمالها، وأنَّ ثمة حاجة إلى وقت كافٍ للنظر فيها.

The Committee is pleased to note that the Subcommittee on Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment visited the State party in March 2009 and made a follow-up visit in September 2010, and that the State party has authorized the publication of the Subcommittee's reports and submitted its written replies thereto.
5- وترحب اللجنة بالزيارتين اللتين قامت بهما اللجنة الفرعية لمنع التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة إلى الدولة الطرف في آذار/مارس 2009 وأيلول/سبتمبر 2010 (زيارة المتابعة)، وكذا بسماح الدولة الطرف بنشر تقارير اللجنة الفرعية وبإرسالها لردودها الكتابية على هذه التقارير.

The Committee endorsed the recommendation that the Working Group on the Use of Nuclear Power Sources in Outer Space and the Working Group on Near-Earth Objects should reconvene in accordance with their multi-year workplans, and agreed that the Subcommittee should reconvene the Working Group of the Whole at its forty-seventh session.
165- وأقرّت اللجنة التوصية الداعية إلى أن ينعقد من جديد كل من الفريق العامل المعني باستخدام مصادر القدرة النووية في الفضاء الخارجي والفريق العامل المعني بالأجسام القريبة من الأرض، وفقا لخطتي عملهما المتعددتي السنوات، واتفقت على أن تدعو اللجنةُ الفرعيةُ الفريقَ العاملَ الجامع إلى الانعقاد من جديد في دورتها السابعة والأربعين.

Those delegations expressed the view that the Subcommittee should undertake activities that supported the continued vitality of that legal framework.
كما أعربت تلك الوفود عن رأي مفاده أنه ينبغي للجنة الفرعية أن تقوم بأنشطة تدعم استمرار حيوية هذا الإطار القانوني.

The Committee endorsed the recommendation that the Subcommittee should reconvene the Working Group of the Whole (A/AC.105/890, annex I, para. 26) and that the Working Group on the Use of Nuclear Power Sources in Outer Space and the Working Group on Near-Earth Objects should reconvene in accordance with their multi-year workplans (A/AC.105/890, annex I, paras. 20 and 21).

The Committee had agreed with the Scientific and Technical Subcommittee that it was important to have a firm scientific and technical basis for future action on the complex attributes of space debris, and that the Subcommittee should focus on understanding aspects of research related to space debris.
٦١ - وأردف قائلا إن اللجنة تتفق مع اللجنة الفرعية العلمية والتقنية في أنه لتنفيذ التدابير المقبلة الهادفة إلى حل المسائل المعقدة، المتصلة بالهشيم الفضائي، فمن المهم بناء قاعدة علمية وتقنية متينة، مع استمرار اللجنة الفرعية في تركيز الاهتمام على النظر في جوانب البحث المتصلة بالهشيم الفضائي.
