51. It has been noted that the UNCITRAL Model Law does not address the subject of suppliers' lists, though it does not prevent procuring entities from using optional lists to choose suppliers in procurement that does not require advertising, such as restricted tendering, competitive negotiations, requests for proposals or quotations and single-source procurement.
51- ولوحظ أن قانون الأونسيترال النموذجي لا يتناول موضوع قوائم المورّدين، وإن كان لا يمنع الجهات المشترية من استخدام قوائم اختيارية لاختيار المورّدين في عمليات الاشتراء التي لا تتطلب إعلانا، مثل المناقصات المحدودة، والمفاوضات التنافسية، والطلبات الخاصة بتقديم عروض أو أسعار، والاشتراء من مصدر واحد.

It should be noted that the UNCITRAL Model Law on Arbitration distinguishes between " international " and " non-international " awards instead of relying on the distinction made in the Convention between " foreign " and " domestic " awards.

34- وكان قد أشير آنذاك إلى أن قانون الأونسيترال النموذجي بشأن التجارة الإلكترونية(22) وقانون الأونسيترال النموذجي بشأن التوقيعات الإلكترونية(23) وكذلك الاتفاقية المتعلقة باستخدام الخطابات الإلكترونية في العقود الدولية توفر كلها أساسا حسنا ييسّر على الدول التجارة الإلكترونية، ولكنها تعالج عددا محدودا فقط من المسائل.

54. It has also been noted that the UNCITRAL Model Law does not allow procuring entities to restrict access to procurement to suppliers registered on lists (i.e. to operate mandatory lists), in that article 6 (3) prohibits entities from imposing any " criterion, requirement or procedure " other than those in article 6, and article 6 does not refer to registration on a list.
54- ولوحظ أيضا أن قانون الأونسيترال النموذجي لا يسمح للجهات المشترية بقصر الوصول إلى الاشتراء على المورّدين المسجلين في القوائم (أي استخدام قوائم إلزامية)، حيث إن المادة 6 (3) تحظر على الجهات المشترية فرض أي " معيار أو شرط أو إجراء " بخلاف ما نصت عليه المادة 6، والمادة 6 لا تشير إلى التسجيل في قائمة.

Signature While it was noted that the UNCITRAL Model Law on Electronic Signatures contained a two-tier approach in article 6, paragraph 3, it was agreed that such an approach would not be required in the draft provisions and that draft article 9 should mirror article 9, paragraph 3, of the Electronic Communications Convention.
40- ذُكر أنَّ قانون الأونسيترال النموذجي بشأن التوقيعات الإلكترونية يحتوي، في الفقرة 3 من المادة 6، على نهج ذي مرحلتين، ولكن اتُّفق على أنَّه لا يلزم اتِّباع نهج من هذا القبيل في مشاريع الأحكام، وعلى أن يكون مشروع المادة 9 مُطابقاً للفقرة 3 من المادة 9 من اتفاقية الخطابات الإلكترونية.

It was noted that the UNCITRAL Model Law on International Commercial Arbitration was the model for the Kosovo Law on Arbitration adopted in January 2007.
