Although the International Conference on the Relationship between Disarmament and Development held in 1986 entrusted the United Nations with a specific mandate for addressing the concerns emanating from the relationship between disarmament and development, the action programme adopted by consensus seems to be far from being implemented.

2. In paragraph 3 of resolution 51/45 D, the General Assembly invited Member States to communicate to the Secretary-General, by 15 April 1997, their views and proposals for the implementation of the action programme adopted at the International Conference on the Relationship Between Disarmament and Development, as well as any other views and proposals with a view to achieving the goals of the action programme.
٢ - وفي الفقرة ٣ من القرار ٥١/٤٥ دال، دعت الجمعية العامة الدول اﻷعضاء إلى أن تحيل إلى اﻷمين العام، بحلول ١٥ نيسان/أبريل ١٩٩٧، آراءها ومقترحاتها بشأن تنفيذ برنامج العمل الذي اعتمد في المؤتمر الدولي المعني بالصلة بين نزع السلاح والتنمية فضلا عن أي آراء ومقترحات أخرى بغية تحقيق أهداف برنامج العمل.
