His delegation supported the recommendation by the Ad Hoc Intergovernmental Working Group on the Implementation of the Principle of Capacity to Pay that the statistical base period should be shortened to three years; that would make it possible to take into account more recent data and more accurately reflect the capacity to pay of Member States.

She also supported the work of the High-level Open-ended Working Group on the Financial Situation of the United Nations which, inter alia, was concerned with conducting a more thorough study of the capacity to pay principle and she had taken note of the views and contributions on the subject contained in the report of the Ad Hoc Intergovernmental Working Group on the Implementation of the Principle of Capacity to Pay.

In conducting its review of all aspects of the scale methodology, the Committee on Contributions also considered the various proposals, suggestions and recommendations contained in the report of the Ad Hoc Intergovernmental Working Group on the Implementation of the Principle of Capacity to Pay and examined them in the context of its comprehensive review of the scale methodology.
٧ - وعند قيام لجنة الاشتراكات باستعراضها لكافة جوانب منهجية الجدول، نظرت أيضا في مختلف الاقتراحات والمقترحات والتوصيات الواردة في تقرير الفريق العامل الحكومي الدولي المخصص بشأن تنفيذ مبدأ القدرة على الدفع، واضطلعت بدراستها في سياق استعراضها الشامل لمنهجية الجدول.

The report was a response to the request made by the General Assembly in resolutions 48/223 C and 49/19 A, which stated that the Committee on Contributions should take into account the report of the Ad Hoc Intergovernmental Working Group on the Implementation of the Principle of Capacity to Pay.

The considerations and recommendations of the Ad Hoc Intergovernmental Working Group on the Implementation of the Principle of Capacity to Pay, arrived at following its review of the methodology currently employed for the scale of assessments, would undoubtedly serve as a basis for decisions that could improve the application of the principle of capacity to pay.
٢ - ولاحظ أنه لا شك في أن آراء وتوصيات الفريق العامل الحكومي الدولي المخصص بشأن تنفيذ مبدأ القدرة على الدفع، التي تم التوصل اليها عقب استعراضه للمنهجية المستخدمة حاليا لوضع جدول اﻷنصبة المقررة، ستستخدم كأساس لاتخاذ قرارات يمكن أن تحسن تطبيق مبدأ القدرة على الدفع.

In that connection, he drew attention to the valuable work of the Ad Hoc Intergovernmental Working Group on the Implementation of the Principle of Capacity to Pay, whose report contained a number of ideas and views that could help to achieve real rather than theoretical progress in improving the scale of assessments, thereby amply contributing to the solution of the current financial problems of the United Nations.

And it was therefore understandable that the Ad Hoc Intergovernmental Working Group on the Implementation of the Principle of Capacity to Pay had not been able to make more specific recommendations and that the Committee on Contributions had required two sessions to complete the study requested of it by the General Assembly in resolution 48/223 C.

He took note of the recommendations made by the Ad Hoc Intergovernmental Working Group on the Implementation of the Principle of Capacity to Pay (A/49/897) and the comments of the Committee on Contributions (A/50/11), specifically regarding the relative advantages of shifting over from Gross Domestic Product to Gross National Product and shortening the base period.
٨٠ - وأضاف أنه أحاط علما بتوصيات الفريق العامل الحكومي الدولي المخصص بشأن تنفيذ مبدأ القدرة على الدفع (A/49/897) وتعليقات لجنة الاشتراكات (A/50/11) وذلك بالتحديد فيما يتعلق بالمزايا النسبية لاستخدام الناتج القومي اﻹجمالي بدلا من الناتج المحلي اﻹجمالي وتقصير فترة اﻷساس.

The measures recommended by the Group, as well as the report of the Ad Hoc Intergovernmental Working Group on the Implementation of the Principle of the Capacity to Pay as the fundamental criterion in determining the scale of assessments for contributions to the regular budget, were submitted to the General Assembly.

4. As far as the scale methodology was concerned, his delegation supported the use of market exchange rates, gross national product and population data, as had been recommended by the Ad Hoc Intergovernmental Working Group on the Implementation of the Principle of Capacity to Pay.
٤ - وأردف يقول، فيما يتعلق بالمنهجية المتبعة في وضع جدول اﻷنصبة، أن تركيا تؤيد استخدام سعر صرف السوق، وتقديرات الناتج القومي اﻹجمالي، والبيانات السكانية، كما أوصى بذلك الفريق العامل الحكومي الدولي المخصص المعني بتنفيذ مبدأ القدرة على الدفع.

In particular the Committee felt that the issues raised by the Ad Hoc Intergovernmental Working Group on the Implementation of the Principle of Capacity to Pay required further study, as did such aggregates as gross domestic product, gross national product, national income and debt-adjusted income.
٢ - ورأت اللجنة بصورة خاصة أن القضايا التي أثارها الفريق العامل الحكومي الدولي المعني بتنفيذ مبدأ القدرة على الدفع تحتاج الى مزيد من الدراسة، مثلها مثل مجاميع القياس، من قبيل الناتج المحلي اﻹجمالي والناتج القومي اﻹجمالي والدخل القومي والدخل المعدل بالديون.

4. Adoption of the report of the Ad Hoc Intergovernmental Working Group on its first session.
٤ - اعتماد تقرير الفريق العامل الحكومي الدولي المخصص عن دورته اﻷولى

The High-level Open-ended Working Group on the Financial Situation of the United Nations and the Ad Hoc Intergovernmental Working Group on Implementation of the Principle of Capacity to Pay had made valuable recommendations to the Committee on Contributions on the scale methodology.
وقد عرض الفريق العامل الرفيع المستوى المفتوح العضوية المعني بالحالة المالية لﻷمم المتحدة والفريق العامل الحكومي الدولي المخصص المعني بدراسة تطبيق مبدأ القدرة على الدفع اقتراحات هامة على لجنة الاشتراكات فيما يتعلق بطريقة وضع جدول اﻷنصبة.

That principle had been reaffirmed by both the General Assembly and the Ad Hoc Intergovernmental Working Group on the Implementation of the Principle of Capacity to Pay.
