On 30 December 2010, the Joint Mediation submitted proposals on the sticking points, the most important of which were the administrative status of Darfur, the position of Vice-President of the Republic and the Transitional Darfur Regional Authority. The Government delegation responded promptly to the proposals on 31 December 2010. Its response contained a number of substantive reservations, the most significant of which are summarized below:

On the issue of the administrative status of Darfur, the Special Adviser to the President, Ghazi Salah al-Din, announced on 2 March that the Government had decided to hold a referendum before 9 July 2011, the day South Sudan is scheduled to secede, in accordance with article 55 of the Darfur Peace Agreement, which requires the signatory parties to hold a referendum not later than 12 months after elections in Darfur.
