Respect for Croatia’s international borders constitutes an international legal obligation of the Federal Republic of Yugoslavia under the Agreement on Normalization of Relations between the two States, Security Council resolutions and other relevant rules of international law.

By Article 4 of the Agreement on Normalization of Relations between the Federal Republic of Yugoslavia and the Republic of Croatia of 26 August 1996, the contracting parties undertook to respect, pending a mutual agreement on Prevlaka, the existing regime of security established through United Nations monitoring.

2. As far as Prevlaka is concerned, the Yugoslav side is fully observant of article 4 of the Agreement on Normalization of Relations between the two countries, which provides that a solution to the disputed question should be found through negotiations.

4. Urges the parties to abide by their mutual commitments and to implement fully the Agreement on Normalization of Relations between the Republic of Croatia and the Federal Republic of Yugoslavia of 23 August 1996;
٤ - يحث الطرفيــن على احترام التزاماتهما المتبادلة وتنفيذ اتفاق تطبيع العلاقات المبرم بين جمهورية كرواتيا وجمهوريــة يوغوسلافيــا الاتحادــة في ٢٣ آب/أغسطس ١٩٩٦ تنفيذا كاملا؛

Reiterating its serious concerns about the lack of substantive progress towards a settlement of the disputed issue of Prevlaka in the continuing bilateral negotiations between the parties pursuant to the Agreement on Normalization of Relations between the Republic of Croatia and the Federal Republic of Yugoslavia of 23 August 1996 (S/1996/706, annex), and calling for the resumption of discussions,

In article 2 of the Agreement on Normalization of Relations between the Federal Republic of Yugoslavia and the Republic of Croatia, signed in Belgrade on 23 August 1996, the two sides committed themselves to carrying out a delimitation and arranging their borders by agreement.

The Federal Republic of Yugoslavia wishes to reiterate its readiness to continue the bilateral negotiations on the solution of the disputed issue of Prevlaka in accordance with Article 4 of the Agreement on Normalization of Relations between the Federal Republic of Yugoslavia and the Republic of Croatia and the rules of international law and in the spirit of good-neighbourliness.

24. The Government has called attention to provisions of the Agreement on Normalization of Relations between the Republic of Croatia and the Federal Republic of Yugoslavia that provide for the return of possession of property or just and adequate compensation.
٢٤ - ووجهت الحكومة الانتباه إلى أحكام اتفاق تطبيع العلاقات بين جمهورية كرواتيا وجمهورية يوغوسلافيا الاتحادية التي تنص على إعادة الممتلكات أو التعويض العادل والكافي.

9. the Agreement on Normalization of Relations between the Republic of Croatia and the Federal Republic of Yugoslavia, signed on 23 August 1996, fulfils an essential precondition for the achievement of a peaceful settlement of the Prevlaka issue.

11. The prospects for a peaceful settlement of the Prevlaka issue appear to have improved with the Agreement on Normalization of Relations between the Federal Republic of Yugoslavia and the Republic of Croatia.

In this respect, I should like to emphasize that Croatia is fully committed to its obligation under Article 4 of the Agreement on Normalization of Relations between the Republic of Croatia and the Federal Republic of Yugoslavia (A/51/351-S/1996/744, annex).

12. Over the last six months, the parties have continued to indicate, in their contacts with United Nations officials and in public statements, that they are willing to settle the Prevlaka dispute through bilateral negotiations pursuant to the Agreement on Normalization of Relations between the Federal Republic of Yugoslavia and the Republic of Croatia, signed at Belgrade on 23 August 1996 (S/1996/706, annex).

In that context, the Federal Republic of Yugoslavia wishes to recall that the Agreement on Normalization of Relations between the Federal Republic of Yugoslavia and the Republic of Croatia provides for the validity of that regime pending the solution of the disputed issue of Prevlaka.
وفـي هــذا السياق، تــود جمهورية يوغوسلافيا الاتحاديـة أن تشير إلى أن الاتفاق بشأن تطبيع العلاقات بين جمهورية يوغوسلافيا الاتحادية وجمهورية كرواتيا ينص على صلاحية هذا النظام إلى أن يتم التوصل إلـى حــل لمسألة بريفلاكا المتنازع عليها.
