Immediately upon receipt of these letters, I initiated consultations with the two parties on the practical modalities of the observation of the withdrawal of the Libyan administration and troops from the Aouzou Strip.

وقالت إنه نظرا ﻷن بلدها يعلق أهمية كبيرة على مبدأ تسوية المنازعات تسوية سلمية وتنظر بعين الاحترام لمحكمة العدل الدولية، فإنها استعملت خدماتها في ثلاث حالات، اثنتان فيما يتصل بالنزاع بشأن الجرف القاري مع تونس ومالطة، وفي حالة واحدة فيما يتصل بالنزاع بشأن شريط أوزو مع تشاد.

Nevertheless the Government of Chad is concerned over the behaviour of the Libyan authorities which, following the issuance of the judgment, have concentrated troops in the " Aouzou Strip " and carried out mass arrests and expulsions of Chadians living in the Libyan Arab Jamahiriya (the first victims arrived in Ounianga at the end of last week).
على أن حكومة تشاد تشعر بالقلق بسبب تصرف السلطات الليبية التي عمدت منذ صدور الحكم الى حشد قواتها في " شريط أوزو " وسرعت في اعتقال أعداد ضخمة من التشاديين المقيمين في الجماهيرية العربية الليبية وطردهم من أراضيها. )وقد وصلت الى أونينغا في نهاية اﻷسبوع اﻷخير الدفعات اﻷولى من هؤلاء المتضررين(.

V. PROPOSED UNITED NATIONS OBSERVERS IN the Aouzou Strip
خامسا - مراقبو اﻷمم المتحدة المقترح وزعهم في قطاع أوزو

A. Location of Libyan military forces within the Aouzou Strip Aouzou base
ألف - موقع القوات العسكرية الليبية ضمن قطاع أوزو

1. Since 1973, Chad and the Libyan Arab Jamahiriya have been disputing the area between them commonly known as the Aouzou Strip.
١ - منذ عام ١٩٧٣، كانت تشاد والجماهيرية العربية الليبية تتنازعان على المنطقة الواقعة بينهما التي تعرف عموما باسم قطاع أوزو.

It proceeded to the Aouzou Strip on 17 April, where it has been meeting with the Chadian and Libyan mixed team established to supervise the withdrawal process pursuant to article 1 of the agreement of 4 April 1994.
وتوجه الى قطاع أوزو في ١٧ نيسان/أبريل حيث عقد اجتماعات مع الفريق التشادي الليبي المشترك المنشأة لﻹشراف على عملية الانسحاب عملا بالمادة ١ من الاتفاق المؤرخ ٤ نيسان/أبريل ١٩٩٤.

وفي إطار استعادة اﻷحوال الطبيعية إلى قطاع أوزو وإعادة إدماج السكان المحليين، قامت تشاد فعلا بإنشاء لجنة فنية لدراسة مختلف جوانب استعادة اﻷحوال الطبيعية وخاصة استعادة البنية اﻷساسية، وزراعة الواحات واستعادة نظـام التعليـم ونظـام الصحـة العامـة.

Cooperation between the Court and the Security Council in connection with the successful settlement of the dispute on the Aouzou Strip illustrates the positive fallout for international peace and security whenever the potential of all United Nations bodies for the peaceful settlement of disputes is actually tapped.
والتعاون بين محكمة العدل الدولية ومجلس اﻷمن فيما يتصل بالتسوية الناجحة للنزاع على قطاع أوزو يبين النتائج الايجابية للسلم واﻷمن الدوليين كلما استغلت إمكانيـة جميع هيئــات اﻷمم المتحــدة من أجل تحقيق تسوية سلمية للمنازعات.

٧٥ - وفي احتفـال جرت مراسمه في قرية أوزو في ٣٠ أيار/مايو ١٩٩٤، وقﱠع كبير المراقبين العسكريين بفريق مراقبي اﻷمم المتحدة في قطاع أوزو، بصفته شاهدا، على اﻹعلان المشترك بيــن الحكومتيـن الـذي جـاء فيــه أن انسحاب اﻹدارة والقوات الليبية من قطاع أوزو دخل حيز النفاذ اعتبارا من ذلك التاريخ.

(e) Dispatch of a reconnaissance party to the Aouzou Strip between Libya and Chad; and of the United Nations Aouzou Strip Observer Group to Chad, pursuant to Security Council resolutions 910 (1994) and 915 (1994)

11. On the basis of the discussions the team had in Tripoli and in the Aouzou Strip and of a preliminary assessment of conditions on the ground, the team has reported that it would be possible to deploy United Nations observers to monitor the withdrawal of the Libyan administration and forces and to establish that the withdrawal has been actually effected in accordance with article 1 of the agreement of 4 April.
١١ - واستنادا الى المناقشات التي أجراها الفريق في طرابلس وفي قطاع أوزو والى التقييم التمهيدي لﻷحوال على أرض الواقع، أفاد الفريق أنه من الممكن وزع مراقبين من اﻷمم المتحدة لرصد انسحاب اﻹدارة والقوات الليبية من قطاع أوزو والتثبت من تنفيذ الانسحاب فعليا، وفقا للمادة ١ من الاتفاق المؤرخ ٤ نيسان/ إبريل.

16. On the basis of the conclusions of the reconnaissance team referred to above, I propose that the Security Council authorize the deployment of a group of United Nations observers in the Aouzou Strip for a period of approximately 40 days from the date of adoption of the relevant decision of the Council.
١٦ - أقترح، استنادا إلى الاستنتاجات التي توصل إليها فريق الاستطلاع والمشار إليها أعلاه، أن يأذن مجلس اﻷمن بإنشاء فريق مراقبي اﻷمم المتحدة في قطاع أوزو لفترة ٤٠ يوما تقريبا منذ تاريخ اتخاذ المجلس للقرار ذي الصلة.

17. The reconnaissance team has also reported that the mixed (Chad/Libyan Arab Jamahiriya) team has expressed its concerns about the welfare of approximately 4,000 inhabitants in the Aouzou Strip after the withdrawal of the Libyan administration and forces.
١٧ - وقد أفاد فريق الاستطلاع أيضا أن الفريق )التشادي/الليبي( المشترك قد أعرب عن قلقه بشأن رفاه قرابة ٠٠٠ ٤ فرد يقطنون قطاع أوزو بعد انسحاب اﻹدارة والقوات الليبية.

Now therefore, the Great Socialist People's Libyan Arab Jamahiriya and the Republic of Chad hereby declare that the withdrawal of the Libyan administration and forces from the Aouzou Strip has been effected as of this day, thirtieth of May nineteen hundred ninety-four, to the satisfaction of both Parties and monitored by the United Nations Aouzou Strip Observer Group.
لذا تعلن الجماهيرية العربية الليبية الشعبية الاشتراكية العظمى وجمهورية تشاد أن انسحاب الادارة والقوات الليبية من قطاع أوزو نفذ في هذا اليوم الثلاثين من أيار/مايو سنة ألف وتسعمائة وأربع وتسعين، بما يرضي الطرفين وتحت اشراف فريق مراقبي اﻷمم المتحدة في قطاع أوزو.

The Permanent Mission of the Libyan Arab Jamahiriya to the United Nations presents its compliments to the Secretary-General and has the honour to enclose herewith text of the joint declaration signed at Aouzou village on 13 May 1994 by the Great Socialist People's Libyan Arab Jamahiriya and the Republic of Chad on the withdrawal of the Libyan administration and forces from the Aouzou Strip.
تهدي البعثة الدائمة للجماهيرية العربية الليبية لدى اﻷمم المتحدة تحياتها إلى اﻷمين العام ويشرفها أن ترفق طيا نص الاعلان المشترك الذي وقعته في قرية أوزو في ١٣ أيار/مايو ١٩٩٤ الجماهيرية العربية الليبية الشعبية الاشتراكية العظمى وجمهورية تشاد بشأن انسحاب الادارة الليبية والقوات الليبية من شريط أوزو.

NOW THEREFORE, the Great Socialist People's Libyan Arab Jamahiriya and the Republic of Chad hereby declare that the withdrawal of the Libyan administration and forces from the Aouzou Strip has been effected as of this day, thirtieth of May, nineteen hundred and ninety-four, to the satisfaction of both parties and monitored by the United Nations Aouzou Strip Observer Group.
عليه اﻵن فإن الجماهيرية العربية الليبية الشعبية الاشتراكية العظمى وجمهورية تشاد تعلنان بموجب هذا أن انسحاب الادارة الليبية والقوات الليبية من شريط أوزو قد نفذ اعتبارا من هذا اليوم، الثلاثين من أيار/مايو عام أربعة وتسعين وتسعمائة وألف، بما يرضي الطرفين وبمراقبة فريق مراقبي اﻷمم المتحدة في شريط أوزو،
