Concerned nevertheless by the fact that, despite those reforms, there continue to be serious human rights violations in Guatemala, attributed mainly to members of the armed forces and security forces and to the so-called voluntary civil self-defence committees,

(f) Organize, for members of the armed forces and security forces of the Central African States, seminars and awareness programmes relating to the conduct of public affairs, the rule of law and respect for human rights;

Article 21 of Act No. 67 of 1991, concerning service in the armed forces and security forces, spells out the conditions for enlistment by volunteers. The article provides that volunteers who have carried out national service will be accepted into the armed forces and security forces if they meet the following criteria:
فقد تضمن القانون رقم 67 لسنة 1991 بشأن الخدمة في القوات المسلحة والأمن في المادة 21 منه النص على شروط قبول المتطوعين في القوات المسلحة والأمن حيث نصت المادة على أنه " يتم قبول المتطوعين في القوات المسلحة والأمن ممن أدوا خدمة الدفاع الوطني، وفقاً للشروط التالية:

19. The Committee is concerned about the fact that Act No. 92-93 of 14 June 1993 provides a blanket amnesty to members of the armed forces and security forces.
19- يساور اللجنة قلق من أن يمنح القانون رقم 92-93 المؤرّخ 14 حزيران/يونيه 1993 عفواً عاماً لعناصر القوات المسلّحة وقوى الأمن.

It seems to be a common practice that members of the armed forces and security forces arrest persons without a warrant, subject them to interrogation and take them to the judge days later, after forcing them to sign a statement of good treatment.
ويبدو أن الممارسة الشائعة هي أن يعتقل أفراد القوات المسلحة وقوات اﻷمن اﻷشخاص بدون أمر قضائي وأن يخضعوهم للاستجواب وأن يأخذوهم إلى القاضي بعد ذلك بأيام وبعد إرغامهم على توقيع بيان يفيد بأنهم لقيوا معاملة حسنة.

566. In this connection, the Special Rapporteur received disturbing, specific reports of the direct involvement of the armed forces and security forces not only in killings, looting and fire—raising, but also in the expulsion of Zairian Tutsis from their own country.
٦٦٥- وتلقى المقرر الخاص في هذا الصدد معلومات مقلقة تشير صراحة إلى اشتراك القوات المسلحة وقوات اﻷمن مباشرة، ليس في عمليات القتل والنهب والحريق فحسب، ولكن في طرد التوتسي الزائيريين من بلدهم أيضاً.

Regrets that, notwithstanding these efforts, serious violations of human rights persist, particularly violations of the right to life and threats and intimidation against the physical integrity of individuals, attributed mainly to members of the armed forces and security forces and to the so-called voluntary civil self-defence committees;
٥- تأسف ﻷنه على الرغم من هذه الجهود، لا تزال هناك انتهاكات خطيرة لحقوق اﻹنسان، لا سيما انتهاكات الحق في الحياة والتهديدات وأعمال الترويع الموجهة ضد السلامة البدنية لﻷفراد، والتي تُعزى بصفة رئيسية الى أفراد القوات المسلحة وقوات اﻷمن والى ما يسمى باللجان الطوعية للدفاع المدني عن النفس؛

Concerned nevertheless by the fact that, despite those reforms, there continue to be serious human rights violations in Guatemala, attributed to members of the armed forces and security forces and to the so-called voluntary civil self-defence committees, whereas it cannot be affirmed that those violations are a consequence of an existing policy of the current Government systematically to violate human rights,
وإذ يساورها القلق مع ذلك ﻷنه على الرغم من تلك الاصلاحات، ما زالت هناك انتهاكات جسيمة لحقوق اﻹنسان تحدث في غواتيمالا وتُعزى بصفة رئيسية الى أفراد في القوات المسلحة وقوات اﻷمن والى ما يسمى باللجان التطوعية للدفاع المدني عن النفس، دون الادعاء بأن تلك الانتهاكات هي نتيجة لسياسة قائمة تنتهجها الحكومة الحالية لانتهاك حقوق اﻹنسان بصورة منتظمة،

The Union was concerned about the use of force against civilians in Zaire by members of the armed forces and security forces and the continuing impunity enjoyed by the perpetrators. It welcomed the agreement to station two human rights experts in Kinshasa not only to report on violations but also to prevent them and advise the authorities.
٥٨ - وأبدى قلق الاتحاد من قيام أفراد القوات المسلحة وقوات اﻷمن في زائير باستخدام القوة ضد المدنيين، ومن استمرار الفاعلين في اﻹفلات من العقاب، كما أبدى ترحيب الاتحاد بالاتفاق على إحلال اثنين من خبراء حقوق الانسان في كنشاسا، ليس فقط لﻹفادة عن الانتهاكات، بل أيضا لمنع هذه الانتهاكات وﻹسداء المشورة الى السلطات.

The Committee mandates its Chairman to seek assistance from the United Nations Secretariat, the United Nations Educational, Scientific and Cultural Organization (UNESCO), the European Union, the Agency for Cultural and Technical Cooperation and the rest of the international community for the organization of seminars to familiarize the armed forces and security forces with respect for the rule of law and the army's role in a democracy.
٥٣ - وتكلف اللجنة رئيسها بالتماس مساعدة اﻷمانة العامة لﻷمم المتحدة ومنظمة اﻷمم المتحدة للتربية والعلم والثقافة و )اليونسكو( والاتحاد اﻷوروبي ووكالة التعاون الثقافي والتقني وسائر المجتمع الدولي من أجل المساعدة في تنظيم حلقات دراسية لتوعية أفراد القوات المسلحة وقوات اﻷمن باحترام سيادة القانون ودور الجيش في السياق الديمقراطي.

(f) To organize, for members of the armed forces and security forces of the Central African States, seminars and awareness programmes relating to the conduct of public affairs, the rule of law and respect for human rights;

30. The records of the General Reserve contain details of nationals between 18 and 50 years of age. As stated in article 5: " The records of the General Reserve shall contain details of military personnel who have completed service in the armed forces and security forces and of citizens between 18 and 50 years of age in the groups listed in article 4 of this Act. "
30- وتتضمن سجلات الاحتياط العام المواطنين الذين تتراوح أعمارهم بين الثامنة عشرة وحتى الخمسين عاماً، بحسب ما جاء في المادة 5 التي نصت على أنه " يجب أن يُسجل في سجلات الاحتياط العام كل العسكريين الذين انتهت خدماتهم في القوات المسلحة والأمن والمواطنين الذين تتراوح أعمارهم بين الثامنة عشرة وحتى الخمسين عاماً المنصوص عليهم في المادة 4 من هذا القانون " .
