إجراء الانتصاف: التنفيذ الكامل لتدابير التعويض المتفق عليها بين صاحبة البلاغ والدولة الطرف من خلال إجراء التسوية الودية.

It reaffirms that the burden of proof cannot rest on the author of the communication alone, especially considering that the author and the State party do not always have equal access to the evidence and frequently the State party alone has the relevant information.
وتعيد التأكيد على أن عبء الإثبات لا يمكن أن يقع على عاتق صاحب البلاغ وحده، وخصوصاً أنه لا يملك نفس السبل المتاحة للدولة الطرف للحصول على الأدلة، وأن المعلومات ذات الصلة تكون غالباً لدى الدولة الطرف وحدها.

7.2 The Committee notes the failure of the State party to provide any information regarding the author's allegations and reaffirms that the burden of proof cannot rest on the author of the communication alone, especially since the author and the State party do not always have equal access to the evidence and it is frequently the case that the State party alone has the relevant information.
7-2 وتلاحظ اللجنة أن الدولة الطرف لم تقدم أي معلومات بشأن ادعاءات صاحب البلاغ وتؤكد مجدداً أن عبء الإثبات لا يمكن أن يقع على عاتق صاحب البلاغ وحده، خاصة لأن الفرص المتاحة لصاحب البلاغ والدولة الطرف للحصول على عناصر الإثبات ليست متكافئة على الدوام ولأن المعلومات ذات الصلة غالباً ما تكون في حوزة الدولة الطرف وحدها().
