1. Iraqi citizens from the Autonomous Region shall be fully and totally exempted from any prosecution required by law for an act preceding the date of promulgation of this Decree.
أولا: يعفى عفوا تاما وشاملا أبناؤنا العراقيون من منطقة الحكم الذاتي من أية ملاحقة يستوجبها القانون عن فعل سابق، على تاريخ صدور هذا القرار.

Following the 1996 peace accord between the Ramos government and the Moro National Liberation Front (MNLF), the national government pursued the successful establishment of the Autonomous Region of Muslim Mindanao (ARMM), complete with its regional structures of governance and budget.

In so doing, the two States in question were seeking to divide the nation of Iraq by intervening militarily in the north and using illegal militias to administer the Autonomous Region in that part of the country. The practice was a dangerous one that was likely to foster racism and discrimination, and it was also at variance with Article 4 of the International Convention on the Elimination of All Forms of Racism and Racial Discrimination.

On 29 December 2006, the Parliament of Georgia adopted a Law on the Restitution and Compensation of Property Lost or Damaged within the Territory of Georgia as a Result of the Conflict in the Autonomous Region of South Ossetia.

4. With regard to cultural rights, the academic and information facilities that have been established to promote Kurdish culture include a university in the Autonomous Region and the Kurdish Cultural and Publishing House which is run by the Ministry of Culture and Information and publishes a daily newspaper and a number of magazines that are seeking to develop Kurdish culture.
٤- أما فيما يتعلق بالحقوق الثقافية، فقد تم إنشاء مؤسسات علمية وإعلامية لدعم الثقافة الكردية منها إنشاء جامعة في منطقة الحكم الذاتي وتأسيس دار الثقافة والنشر الكردية التابعة إلى وزارة الثقافة واﻹعلام، وتصدر عن هذه الدار جريدة يومية وعدد من المجلات المكرسة لتطوير الثقافة الكردية.

Deliberations on the draft bill to amend the said Code in the Regional Legislative Assembly of the Autonomous Region of Muslim Mindanao are likewise underway.
كما أن مداولات تدور بشأن مشروع القانون الرامي إلى تعديل القانون المذكور في الجمعية التشريعية الإقليمية لمنطقة الحكم الذاتي لمنداناو المسلمة.

Consequently, the National Assembly Act was amended by Act No. 25 of 1992, which empowered the President of the Republic to extend the mandate of the National Assembly, and the Legislative Council of the Autonomous Region Act was amended by Act No. 6 of 1993, which empowered the President of the Republic to extend the mandate of that Council.
لذلك صدر القانون رقم ٥٢ لسنة ٢٩٩١ بتعديل قانون المجلس الوطني بحيث يجوز لرئيس الجمهورية تمديد مدة المجلس الوطني والقانون رقم ٦ لسنة ٣٩٩١ الذي عدل قانون المجلس التشريعي لمنطقة الحكم الذاتي حيث يجوز لرئيس الجمهورية تمديد مدة المجلس المذكور.

This generated internal opposition in the Autonomous Region.

Contrary to the Constitution of the Soviet Union, which guaranteed the territorial integrity and inviolability of borders of the Union Republics, both the Armenian Soviet Socialist Republic and members of the Armenian community of the territory adopted a number of decisions to institute the process of unilateral secession of the Autonomous Region from Azerbaijan.

٥١- وقد حدث انفصال اﻹقليم المستقل/جمهورية ناغورنو - كاراباخ عن الجمهورية الاشتراكية السوفياتية اﻷذربيجانية/جمهورية أذربيجان، وإجراء استفتاء حول الاستقلال بحضور مراقبين دوليين قبل تفسخ الاتحاد السوفياتي كأمر واقع.
