4 - وكان الفريق العامل المفتوح العضوية قد دعا إلى وضع مقياس إرشادي طوعي لتقديم المساهمات وذلك بغية توسيع قاعدة المساهمات وتعزيز القدرة على التنبؤ بالتمويل الطوعي لصندوق البيئة.

26. Notes the positive effect of the voluntary indicative scale of contributions to broaden the base of contributions to, and to enhance predictability in, the voluntary financing of the Environment Fund and requests the Executive Director to adapt the voluntary indicative scale of contributions in the light of the universal membership of the United Nations Environment Programme, in accordance with decisions SS.VII/1 and any subsequent decisions;

With the introduction of a voluntary indicative scale of contributions, UNEP expects a broadening of the base of contributions and an enhancement of the predictability of financing of the Environment Fund. This voluntary scale was authorized by the Governing Council /Global Ministerial Environment Forum at its seventh special session (see UNEP/GC.22/6, paras. 20-24).

In order to broaden the base of contributions to the Environment Fund, and to enhance predictability in its voluntary financing, the Governing Council/Global Ministerial Environment Forum, by decision SS.VII/1, authorized the Executive Director of UNEP to develop a voluntary indicative scale of contributions taking into account, inter alia, the United Nations scale of assessment, as well as the following elements:
20 - وبغية توسيع قاعدة المساهمات في صندوق البيئة، ولتعزيز انتظام تمويله الطوعي، فقد أذن مجلس الإدارة/المنتدى البيئي الوزاري العالمي، بموجب المقرر د.إ - 7/1، إلى المدير التنفيذي لبرنامج الأمم المتحدة للبيئة أن يضع جدولاً إشارياً طوعياً للمساهمات آخذاً بعين الاعتبار، جملة أمور من بينها جدول الأنصبة المقررة للأمم المتحدة إضافة إلى العناصر التالية:

At its seventh special session, in 2002, the Governing Council/Global Ministerial Environment Forum of the United Nations Environment Programme, in its decision SS.VII/1 on international environmental governance,a approved the application of a voluntary indicative scale of contributions for the purpose of broadening the base of contributions to and to enhance predictability in the voluntary financing of the Environment Fund.
وافق مجلس الإدارة/المنتدى البيئي الوزاري العالمي لبرنامج الأمم المتحدة للبيئة في مقرره د إ-7/1 عن الإدارة البيئية الدولية(أ) الصادر عن دورته الاستثنائية السابعة المعقودة في عام 2002، على تطبيق جدول تبرعات إرشادي قُصد به توسيع قاعدة المساهمات في التمويل الطوعي لصندوق البيئة وتعزيز القدرة على التنبؤ بها.

Since UNDCP relies on voluntary contributions for approximately 90 per cent of its resources, it continued efforts to maintain and reinforce the relationships with traditional donors in order to secure the funding base, while attention was given to broadening the base of contributions by soliciting new donors and encouraging cost-sharing arrangements with recipient countries and partner organizations.
٣١ - حيث ان اليوندسيب يعتمد على التبرعات فيما يتعلق بنحو ٠٩ في المائة من موارده فقد واصل جهوده الرامية الى ادامة وتعزيز العلاقات مع المانحين التقليديين لتأمين قاعدة التمويل، في حين وجه الاهتمام الى توسيع قاعدة التبرعات بطلب التبرعات من مانحين جدد وتشجيع ترتيبات تقاسم التكاليف مع البلدان المستفيدة والمنظمات الشريكة.
