وشدد النظام الأساسي للحكم على أهمية الأسرة ورعاية أفرادها وتقوية أواصر الربط بين أفراد الأسرة واحترام القيم ضمن إطار مقومات المجتمع السعودي وفقاً للمواد 9 و10 و11 و12 و13 من النظام الأساسي للحكم.

182. Health is a right of all citizens, guaranteed by the State pursuant to article 31 of the Basic System of Government.
181- الصحة حق لكافة المواطنين تكفله الدولة حسب نص المادة 31 من النظام الأساسي للحكم.

212. Article 30 of the Basic System of Government stipulates that the State shall provide public education and shall commit itself to the eradication of illiteracy.

13. The Kingdom of Saudi Arabia abides by the teachings of Islam in the field of human rights. Therefore, the Basic System of Government shows due regard for these rights:
13- وقد التزمت المملكة العربية السعودية بتعاليم الإسلام في مجال حقوق الإنسان، فجاء النظام الأساسي للحكم مراعياً لهذه الحقوق ومن ذلك:

49. In this connection, the Basic System of Government guarantees full protection and care for the family and children, who constitute the cornerstones of Saudi society in which the need for family cohesion is emphasized.
49- كما أن النظام الأساسي للحكم قد كفل للأسرة والنشء الرعاية والحماية الشاملة حيث اعتبرها اللبنات الأساسية التي يقوم عليها المجتمع السعودي وشدد على ضرورة ترابط الأسرة.

In accordance with articles 29 and 30 of the Basic System of Government, the State fosters the sciences, arts and culture, encourages scientific research, preserves the Arab and Islamic heritage and contributes to Arab, Islamic and human civilization.
101- كما ترعى الدولة العلوم والآداب والثقافة، وتُعنى بتشجيع البحث العلمي، وتصون التراث الإسلامي والعربي، وتسهم في الحضارة العربية والإسلامية والإنسانية وفقاً لمادتي النظام الأساسي للحكم 29 و30.

146. The State shows great concern for the family, the basic unit of Saudi society, as required by articles 9, 10, 11, 12 and 13 of the Basic System of Government.
145- وأولـت الدولة عناية فائقة بالأسرة في إطار مقومات المجتمع السعودي ومن خلال المواد 9، 10، 11، 12، 13 من النظام الأساسي للحكم.

15. the Basic System of Government in the Kingdom has prescribed all the measures needed to ensure the equitable and impartial administration of justice for the benefit of litigants. The judiciary is independent and subject to no authority other than that of Islamic law. Freedom of defence, pleading and discussion is guaranteed, provided that due respect is shown for human feelings.
15- ووضع النظام الأساسي للحكم في المملكة كل الأسس الكفيلة بأداء القضاء لأحكامه بنزاهة تامة ودون حرج لتحقيق مصالح المتقاضين، فالقضاء مستقل في المملكة ولا سلطان لأحد عليه غير أحكام الشريعة الإسلامية مع حرية الدفاع والمناقشة، ومراعاة المشاعر الإنسانية واحترامها.

53. Article 9 of the Basic System of Government stipulates that " The family is the nucleus of society. " Article 10 further stipulates that " The State shall seek to strengthen family ties, safeguard family values and cater for the welfare of all family members, creating appropriate conditions for the development of their aptitudes and capabilities. "
53- تنص المادة 9 من النظام الأساسي للحكم على أن " الأسرة هي نواة المجتمع " ، كما نصت المادة 10 من نفس النظام على حرص الدولة على توثيق أواصر الأسرة والحفاظ على قيمها ورعاية جميع أفرادها وتوفير الظروف المناسبة لتنمية ملكاتهم وقدراتهم.

97. The regulations applicable in the Kingdom of Saudi Arabia respect the right of the child to preserve his or her identity, including nationality, name and family relations. The State protects human rights in accordance with Islamic law pursuant to article 26 of the Basic System of Government.
96- يكفل النظام في المملكة العربية السعودية احترام حق الطفل في الحفاظ على هويته بما في ذلك جنسيته واسمه وصلاته العائلية حيث تحمي الدولة حقوق الإنسان وفق الشريعة الإسلامية كما جاء في المادة 26 من النظام الأساسي للحكم.

119. Article 1 of the Basic System of Government stipulates that: " The Kingdom of Saudi Arabia is a fully sovereign Arab Islamic State. Its religion is Islam. Its constitution is the Holy Koran and the Prophet's Sunna (the Prophet's sayings).
118- تنص المادة الأولى من النظام الأساسي للحكم على أن " المملكة العربية السعودية دولة عربية إسـلامية ذات سيادة تامة، دينها الإسلام ودستورها كتاب الله تعالى وسنة رسوله صلى الله عليه وسلم ولغتها هي اللغة العربية " ، إلخ.

143. Articles 9, 10, 11, 12 and 13 of the Basic System of Government emphasize the importance of childcare and make full provision for the parents to fulfil their duty of guiding their child by ensuring employment for the parents, and providing preventive and therapeutic health services and educational and recreational services free of charge.
142- وجاءت المواد 9، 10، 11، 12، 13 من النظام الأساسي للحكم لتؤكد هذه الرعاية وتوفر للأبوين كل ما من شأنه القيام بواجبهما التوجيهي نحو الطفل، من تأمين العمل للوالدين، وتوفير الخدمات الصحية من علاج ووقاية وخدمات التعليم والترفيه بالمجان.

148. Articles 26, 27, 28, 29, 30, 31, 32, 33 and 34 of the Basic System of Government define the rights and obligations of individuals and the State in such a way as to ensure a social environment in which the family can fulfil its role and duty of securing the happiness of its children.
147- وأوضحت المواد 26، 27، 28، 29، 30، 31، 32، 33، 34 من النظام الأساسي للحكم - الحقوق والواجبات على الأفراد والدولة - بما يحقق توفير البيئة الاجتماعية النافعة لقيام الأسرة بدورها تجاه أبنائها وواجباتهم بما يكفل سعادة الأولاد بإذن الله.

194. In accordance with article 27 of the Basic System of Government, the State guarantees the rights of its citizens and their families in an emergency or in the event of sickness, disability or old age. Likewise, it supports the social security system and encourages individuals and institutions to contribute to charitable works.
193- وتكفل الدولة حق المواطن وأسرته في حالة الطوارئ والمرض والعجز والشيخوخة، وتدعم الضمان الاجتماعي، وتشجع المؤسسات والأفراد في الإسهام في الأعمال الخيرية (المادة 27 من النظام الأساسي للحكم).

210. Furthermore, articles 20, 21 and 22 of the Basic System of Government affirms that the State shall impose fees only on an equitable basis and when the need arises; Zakat (alms tax) shall be levied and disbursed for its legally specified purposes and economic and social development shall be promoted in accordance with a methodical and equitable plan.
209- وأوضح النظام الأساسي للحكم في مواده 20، 21، 22 أن الدولة لا تفرض الرسوم إلا عند الحاجة وعلى أساس من العدل، وتجبي الزكاة وتنفقها في مصارفها الشرعية وتقوم الدولة بتحقيق التنمية الاقتصادية والاجتماعية وفق خطة علمية عادلة.
