54- تحسب المسؤولية الجنائية في القانون الجنائي في الجماهيرية العربية الليبية على أساس سن الرشد وهى ثماني عشرة سنة وليس بسن البلوغ وبالتالي لا يوجد فرق بين البنين والبنات في هذا الخصوص، وقد سبقت الإشارة إلى هذا الموضوع في بداية هذا التقرير.

53. To this end, my Special Representatives will continue the system of senior-level Mission focal point indicated at the beginning of this report to ensure more coherent, comprehensive and regular reporting on sexual violence, including on the perpetrators of this violence and actions taken by parties to conflict to comply with their obligations under international law.
53 - وتحقيقا لهذه الغاية، سيواصل ممثلي الخاص العمل بنظام منسقي البعثات الرفيعي المستوى المشار إليه في بداية هذا التقرير لضمان الإبلاغ بقدر أكبر من التماسك والشمولية والانتظام عن العنف الجنسي، بما في ذلك الإبلاغ عن مرتكبي هذا العنف والإجراءات التي تتخذها أطراف النزاع للوفاء بالتزاماتها بموجب القانون الدولي.

32. But who are these victims? The example chosen by the independent expert which is highlighted at the beginning of this report may appear to be an extreme case, but it has become a weekly if not daily occurrence in all the services responsible for dealing with foreign populations in rich countries.
