The Federal Republic of Yugoslavia expects the Croatian side to carry out the obligations stemming from the Security Council resolution and the report of the Secretary-General relative to the maintenance of the regime of the Yellow Zone, and the regime of the Blue Zone in particular, the regime of which the Republic of Croatia has been drastically violating ever since the establishment of the United Nations Mission of Observers in Prevlaka.
وتتوقع جمهورية يوغوسلافيا الاتحادية أن يفي الجانب الكرواتي بالتزاماته الناشئة عن قرار مجلس اﻷمن وتقرير اﻷمين العام فيما يتعلق بمواصلة نظام المنطقة الصفراء، ونظام المنطقة الزرقاء بوجه خاص، وهو النظام الذي ما فتئت جمهورية كرواتيا تنتهكه انتهاكا جسيما منذ إنشاء بعثة مراقبي اﻷمم المتحدة في بريفلاكا.

These measures are not acceptable to the Yugoslav side in the Blue Zone. They would amount to the revision of the concept of the Blue Zone established in 1992 according to which the authorities and citizens of the two sides are not allowed into the Zone.
وهذه التدابير غير مقبولة للجانب اليوغوسلافي في المنطقة الزرقاء، لأنها ستكون بمثابة إعادة النظر في مفهوم المنطقة الزرقاء الذي وضع في عام 1992 والذي لا يسمح بموجبه لسلطات الجانبين ومواطنيهما بدخول المنطقة.

The " confidence-building measures " in the Blue Zone would imply movement of civilians in the Zone and the legalization of the border crossing at Kobila.
