That is because, as we said, non-derogable principles of jus cogens are in play, peremptory norms of general international law such as those enshrined in the Charter of the United Nations concerning the equality of States, the basic principles for the existence of the international community and an intergovernmental organization such as the United Nations.
وذلك، كما قلنا، لأن الأمر يتعلق بالمبادئ غير القابلة للنقض للقواعد الآمرة، وبالقواعد القطعية للقانون الدولي عامة من قبيل تلك المكرسة في ميثاق الأمم المتحدة بشأن المساواة بين الدول، وبالمبادئ الأساسية لوجود المجتمع الدولي وبوجود منظمة حكومية دولية مثل الأمم المتحدة.

1. In conformity with principles of the Charter of the United Nations concerning the right of all nations to self-determination, the citizens of The former Yugoslav Republic of Macedonia expressed their will and voted for the establishment of the Republic as a sovereign and independent State in the referendum held on 8 September 1991, confirming by way of plebiscite the statehood and sovereignty of the Republic.
1- طبقاً لمبادئ ميثاق الأمم المتحدة بشأن حق جميع الشعوب في تقرير المصير، فإن مواطني جمهورية مقدونيا اليوغوسلافية السابقة قد أعربوا عن إرادتهم وصوتوا لصالح إقامة الجمهورية كدولة مستقلة ذات سيادة وذلك أثناء الاستفتاء الذي أجري في 8 أيلول/سبتمبر 1991، وأكدوا عن طريق الاقتراع كيان الجمهورية وسيادتها.

5. In accordance with the principles of the Charter of the United Nations concerning the right of all peoples to self-determination, at the referendum held on 8 September 1991, citizens of the Republic of Macedonia declared their will that the Republic of Macedonia is as a sovereign and independent State.
5- ووفقاً لمبادئ ميثاق الأمم المتحدة بشأن حق جميع الشعوب في تقرير المصير، عبَّر مواطنو جمهورية مقدونيا في الاستفتاء الذي أقيم يوم 8 أيلول/سبتمبر 1991 عن إرادتهم بأن تكون جمهورية مقدونيا دولة ذات سيادة ومستقلة.
