OIOS had determined that there were an excessive number of mandates, so that secretariat resources were spread too thin, and had recommended that the Commission and the secretariat together should evaluate the number of mandates against the availability of resources and conduct a critical assessment of current and future needs.

2. Delegations observed that the group of independent experts, created to assist the Commission and the secretariat by providing advice on matters under consideration, constituted a unique feature of the Commission.
٢ - لاحظت الوفود أن فريق الخبراء المستقلين يمثل سمة فريدة تتسم بها اللجنة، وقد أنشئ لمساعدة اللجنة واﻷمانة من خلال إسداء المشورة حول المسائل قيد النظر.

In response to the addresses presented at the beginning of the meeting, participants stated that, while they did not underestimate the importance of the need to comply with the working procedures of the Commission and the secretariat regarding submission deadlines and reporting limitations, the imposition of severe constraints on their work could jeopardize the effectiveness of their mandates and the integrity of their independence.
٠٤- واستجابة للكلمات التي ألقيت في بداية الاجتماع، ذكر المشتركون أنهم رغم عدم تقليلهم من أهمية الحاجة إلى الامتثال ﻹجراءات العمل المتبعة من قبل اللجنة واﻷمانة فيما يتعلق بالمواعيد النهائية لتقديم التقارير والقيود المفروضة على تقديمها، فإنهم يعتبرون أن فرض قيود صارمة على عملهم يمكن أن يضر بفعالية أداء ولاياتهم وبسلامة استقلالهم.
