إذا أرسل أحد الطرفيّن بموجب هذا الجزء من الاتفاقيّة، وبالوسائل المناسبة في الظروف السائدة، إشعاراً أو طلباً أو رسالة أخرى فإنّ التأخير أو الخطأ في إرسال الرسالة أو عدم وصولها لا يحرم هذا الطرف من الحقّ في الاحتجاج بالرسالة التي أرسلها، ما لم ينصّ هذا الجزء من الاتفاقيّة صراحة على ذلك.
